Commissioner Jackson called the meeting to order at 10 a m , determined a quorum and then
proceeded with the flag salute
PUBLIC COMMENT
None
NOTICE ITEM
Commissioner Fund made a motion to approve Resolutions 19-041 Commissioner Stamper seconded
Resolution 19-04r Call for bids for the Middle Fork Road MP 7 07 Culvert Replacement Project,CMP
1802 Bids are due to the Clerk of the Board by 11 a.m.Tuesday, March 5,2019
County Manager Erik Martin spoke to the resolution
Motion passed 3-0.
CONSENT ITEMS
Commissioner Stamper made a motion to approve minutes from the February 4, 2019, meeting as well
as Resolution 19-042 Commissioner Fund seconded.
Resolution 19-042• Approval of warrants/claims against the various county departments
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 810102
810270 and 810301 810557, totaling$864,037 78, were issued the week of Feb 1 and that
payroll/benefit warrants numbered 794031-794108 and Automatic Deposits 1 576, totaling
$3 699,236.81 also were approved

She noted a skip in sequence for warrants 810271 810300, which were issued on behalf of Special
Purpose Districts
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Fund made a motion to approve Resolutions 19-043 and 19-044. Commissioner Stamper
seconded
Resolution 19-043• Amend an interlocal agreement between Lewis County and the Lewis Conservation
District
Lee Napier, Director of Community Development,spoke to the resolution She said the previous
interlocal regarding the Conservation District is ready to implement the work of the Voluntary
Stewardship Program (VSP) She said the resolution increases funding from $30,000 to $60,000
Resolution 19-044.Approve a personal services agreement between Lewis County and Robert K
Weidner
Commissioner Stamper spoke to the resolution He said Robert Weidner is the county's lobbyist in
Washington, D C He said Robert works on Secure Rural Schools funding for Lewis County
Motion passed 3-0
GOOD OF THE ORDER
The commissioners thanked those who have been plowing roads and performing other work to keep
area residents safe during the recent snow storm
RES Americas representative Sean Bell of Portland said the project's final EIS document is complete He
thanked Lee Napier and Erik Martin for their work on the project
PRESS CONFERENCE
Commissioner Fund reminded the group that the courthouse will be closed Feb 18 in honor of
President's Day

ADJOURNMENT
The BOCC Business Meeting adjourned at 10 10 a m with the next Business Meeting scheduled for
10 a m Monday, February 25, 2019, in the Commissioners' Hearing Room (Room 223)
