2019-03-25 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS (BOCC) Business Meeting minutes March 25, 2019 Present Commissioner Jackson, Commissioner Stamper, Commissioner Fund Recorder Rieva Lester Commissioner Jackson called the meeting to order at 1002 a.m , determined a quorum and then proceeded with the flag salute PUBLIC COMMENT None NOTICE ITEM Commissioner Stamper made a motion to approve Resolution 19-074. Commissioner Fund seconded Resolution 19-074 Issuing Public Notice Lewis County is seeking coverage under the Washington Department of Ecology's Construction Stormwater NPDES State Waste Discharge Permit for the North Fork Road Realignment Project Josh Metcalf, Director of Public Works, spoke to the resolution He said the comment period for the North Fork realignment project will be open for 30 days He said the excavation/earth work prompts the need for the comment period He said the contractor will be in charge of managing the stormwater Motion passed 3-0. CONSENT ITEMS Commissioner Fund made a motion to approve minutes from the March 18, 2019, meeting as well as Resolution 19-075 Commissioner Stamper seconded. Resolution 19-075. Approval of warrants/claims against the various county departments 1 Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 812165 through 812341 and direct disbursements numbered 711, 712, 715 through 717, 732 through 736 and 738 through 742 were issued the week of March 15 for payments totaling$396,228.41 She said draw/benefit warrants numbered 794416 through 794652 also were approved for payments totaling $279,350 Suzette noted a skip in sequence for warrants 812084 through 812164, which were issued on behalf of Special Purpose Districts Motion passed 3-0. DELIBERATION ITEMS Commissioner Stamper made a motion to approve Resolutions 19-076 through 19-080. Commissioner Fund seconded. Resolution 19-076• Amend the Contract With Tyler Technologies for the Munis Enterprise Resource Planning System Steve Walton, Director of Central Services, spoke to the resolution He said the amended contract will provide additional Planned Annual Continuing Education (PACE) training days and additional dedicated Program Manager time related to the replacement of the county's aging finance system Resolution 19-077 Appoint Lee Grose to the Planning Commission County Manager Erik Martin spoke to the resolution He said Lee Grose will fill an unexpired term ending Dec 31, 2020 Commissioner Stamper thanked Lee for agreeing to serve on the Planning Commission Resolution 19-078. Approve a cost change amendment between Lewis County and the Recreation and Conservation Office (RCO)for Frase Creek Fish Barrier Removal (Pigeon Springs Rd MP 0.50) Josh Metcalf, Director of Public Works, spoke to the resolution He said Public Works initially secured $594,591 for the project and that it recently secured an additional $255,750 in state funds for the project Resolution 19-079 List the bids received and contractor selected for the Middle Fork Rd MP 7 07 (MF Newaukum R.) Culvert Replacement Project, CMP 1802 Josh Metcalf, Director of Public Works, spoke to the resolution He said the call for bids was issued on Feb 11 He said the county received seven bids, which were opened March 7 Josh said Barcott Construction of Chehalis submitted the lowest bid of$527,718 and that Public Works was 2 recommending approval of Barcott Construction's bid through the resolution before the board Josh noted that the Engineer's Estimate for the project was$698,372 50 Josh said the project is fully funded Resolution 19-080 Approve an administrative agreement between Lewis County and Ron T and Beverly Lakey for the acquisition of additional right of way for North Fork Road and authorizing signatures thereon Josh Metcalf, Director of Public Works,spoke to the resolution He said the county made an offer to the Lakeys in November 2017 and later agreed to additional compensation for fencing Motion passed 3-0 HEARING Resolution 19-081. Public hearing informing the public of Community Development Block Grant (CDBG)General Purpose grant opportunities Commissioner Jackson introduced the hearing Josh Metcalf, Director of Public Works,gave the staff report He noted that the block grant • Includes$10 million overall, $750,000 of which is earmarked for general purpose grant • Is available once a year • Is funded through HUD • Is administered through the Washington State Department of Commerce Josh said the public hearing was being held to inform citizens of the availability of funds and eligible uses for the state Community Development Block Grant and to receive comments from the public on any community projects the public would like the Board of County Commissioners(BOCC)to consider before selecting a project applicant for the 2019 General Purpose Grant Josh said the program is funded by HUD and is administered through the state Department of Commerce and that it funds eligible local governments for priority community development projects once per year Josh said the project must meet one of the three HUD National Objectives. • Principally benefit low and moderate income persons • Aid in the prevention or elimination of slums or blight or • Address imminent threat to public health or safety Josh said the maximum grant amount for one local government is$750,000 based on project type He said Public Works is proposing is the Lewis County Fire District 3 Fire Station Construction Project, Phase 2 located at 238 Mossyrock Road East, as the project to receive funding 3 Josh said Lewis County Fire District 3 serves approximately 2,350 residents year-round and serves a population of approximately 7,300 during the summer months He said the response area is spread out over 296 square miles, including the city of Mossyrock Josh said Phase I of the fire station was completed in September 2018 and was partially funded by a bond measure He said Phase I provided apparatus bays, storage area and shelter space He said there were increased costs, resulting in the need for additional funding to complete the project Josh said Phase II would allow for the completion of the new fire station, adding a 3,500-square-foot building to house a firefighter training room and community meeting room, sleeping quarters and a kitchen facility Josh said the completed fire station would provide Lewis County citizens with a valuable resource during natural disasters and would allow faster response times while providing safer working conditions for first responders Commissioner Jackson asked if there were any questions There were none Commissioner Jackson closed the question and-answer portion of the hearing Josh Metcalf asked that his previous comments be adopted into the record Commissioner Jackson asked if anyone wanted to speak for or against the resolution Mossyrock Fire Chief Doug Fosburg gave a brief background on the project He said the old station was built in the 1940s and that the fire department moved in in the 1960s after it had been abandoned Chief Fosburg said he appreciates the county's support with the project Commissioner Jackson closed the hearing Commissioner Fund made a motion to approve Resolution 19-081 Commissioner Stamper seconded Motion passed 3-0 GOOD OF THE ORDER Commissioner Fund thanked the community for its support at local auctions Peter Lahmann said the Armistice Day committee would meet later in the day and that the Historical Society would meet March 26 to discuss upcoming Armistice Day displays PRESS CONFERENCE Commissioner Fund noted that later in the day,the state House Capital Budget Committee would be posting online a draft of its proposed capital budget 4 • ADJOURNMENT The BOCC Business Meeting adjourned at 10 24 a m ,with the next Business Meeting scheduled for 10 a m Monday,April 1, 2019, in the Commissioners' Hearing Room (Room 223) Please note that minutes from the BOCC Business Meeting are not verbatim A recording of the meeting may be purchased at the BOCC office,or video footage can be viewed at no charge at LewisCountyWa.gov/bocc-meetings Video footage of BOCC meetings also is aired on Comcast Channel 3 at 10 a.m.,2 p.m., 6 p.m., and 10 p.m daily Video footage also can be found on the Lewis County Commissioners'Facebook page BO, : OF COUNTY COMMISSIONERS LEWI COUNTY,WASHINGTO •40igigA Robert C Jackson,Chair ATTEST Gary Stamper,Vice Chair W fib•• Rieva Lester, Clerk of tt p,� p�`�s.�•• Edna J Fund, Co missioner •o / \O• SINCE z• • \2 1845 *• • • • • •.
