2019-04-08 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes April 8, 2019 Present Commissioner Jackson, Commissioner Stamper, Commissioner Fund Recorder Rieva Lester Commissioner Jackson called the meeting to order at 10:01 a m , determined a quorum and then proceeded with the flag salute PUBLIC COMMENT Sean Flannery of World Energy Systems introduced himself He said he is working on the Skookumchuck wind energy project He said a ground-breaking event has not yet been scheduled PRESENTATION Commissioner Fund made a motion to approve a proclamation recognizing April 2019 as National County Government Month Commissioner Fund seconded Commissioner Fund read the proclamation into the record Motion passed 3-0. NOTICE ITEMS Commissioner Stamper made a motion to approve Resolutions 19-090 through 19-095 Commissioner Fund seconded Resolution 19-090. Notice of Hearing for the 1st 2019 Budget Amendment for Current Expense and Other Funds County Manager Erik Martin spoke to the resolution He said the hearing will take place April 27 He said the amendment reflects expenditure increases for all funds totaling $5,537,823,with revenue increases totaling$3,195,321, resulting in $2,342,502 use of fund balance 1 Resolution 19-091. Call for sealed bids for the Borst Avenue Safety Improvements Project, Transportation Improvement Board (TIB) Project No 8-5-021(001)-1, CRP No 2139 Bids are due to the Clerk of the Board by 11 a.m.Tuesday,April 30,2019 Josh Metcalf, Director of Public Works,spoke to the resolution He said the contract addresses 0.85 miles of Borst Avenue He said bids will be opened April 30 Josh said the project will take roughly four or five months to complete Resolution 19-092. Publishing the Small Works Roster for Lewis County and appointing the Public Works Director as approving authority for category changes. Publication of 2018 County Forces road construction projects and costs. CONSENT ITEMS Commissioner Fund made a motion to approve minutes from the April 1,2019, meeting as well as Resolution 19-096. Commissioner Stamper seconded Resolution 19-096 Approval of warrants/claims against the various county departments 2 Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 812732 through 812864 were issued the week of March 29 for payments against the county totaling $241,142 71 She noted a skip in sequence for warrants 812697 through 812731, which were issued on behalf of Special Purpose Districts Motion passed 3-0. DELIBERATION ITEMS Commissioner Stamper made a motion to approve Resolutions 19-097 through 19-105. Commissioner Fund seconded. Resolution 19-097• Quarterly Declaration of Surplus Personal Property Steve Walton, Director of Central Services, spoke to the resolution He said miscellaneous items, including IT items, furniture and office items, are being declared surplus Resolution 19-098 Appoint Bonnie Brown to the Board of Directors of the Lewis County Public Facilities District(PFD) Commissioner Jackson spoke to the resolution He said the county is excited to welcome Bonnie Brown back to the PFD Resolution 19-099. Approving an agreement between Lewis County and the City of Winlock for the "Water Main Extension SR505" project and to accept funding from the .09 Distressed Counties Fund EDC Executive Director Matt Matayoshi spoke to the resolution Resolution 19-100• Approving a grant agreement between Lewis County and the City of Vader to accept funding from the .09 Distressed Counties Fund. EDC Executive Director Matt Matayoshi spoke to the resolution He said the funds will be used for long- range planning Resolution 19-101 Approving an Agreement Between Lewis County and the Port of Chehalis for the "Rail Transload and Grain Facility" project and to accept funding from the 09 Distressed Counties Fund. EDC Executive Director Matt Matayoshi spoke to the resolution He said the amount requested exceeds the cap the county set via policy Port of Chehalis CEO Randy Mueller discussed the project He said the project is linked to an 8-acre parcel Randy said the project will boost the agricultural economy He said 3 the agricultural project will include four key pieces a rail-served grain storage facility, a rail spur, commercial fertilizer industrial operations and a new refrigerated warehouse He said the day's resolution provides funding for the rail spur Area farmer Dave Fenn said the grain terminal project started several years ago Dave said wheat grown locally is trucked to Portland to be exported He said the new grain storage facility will prove beneficial to area farmers and may encourage more farming Mike Peroni of the Northwest Agriculture Business Center(NABC) said there is a lot of interest in the planned storage facility He said the facility will help with crop rotation in addition to all of its other benefits He said the project also will have a positive ripple effect on secondary industries in Lewis County, such as fertilizer and tractor industries Randy said the project will retain existing jobs and help secondary industries Ron Averill of Centralia praised the project, saying it maintains viability and keeping farmers on their land while providing food for the local population Ron said the group also is asking the state Legislature for its support Randy said the port plans to begin construction this summer Resolution 19-102 Appointment of Christopher Tawes to the Public Health &Social Services Advisory Board Danette York, Director of Public Health&Social Services, spoke to the resolution She said Lewis County Sheriff's Captain Christopher Tawes would represent law enforcement on the advisory board and that his term would last until December 2021 Resolution 19-103 The designation of properties as part of the Packwood Airport Josh Metcalf, Director of Public Works, spoke to the resolution He said parcel Nos 035179-006-002 and 035179-004-001 would be designated as part of the Packwood Airport Resolution 19-104.Approving five Amendments to Project Agreements between Lewis County and the Recreation and Conservation Office (RCO)for fish passage restoration projects Josh Metcalf, Director of Public Works, spoke to the resolution He said the project locations include Berwick Creek, Frase Creek, Lacamas Creek, an unnamed tributary to Stearns Creak and the Van Ornum Barrier Resolution 19-105 Approving a Deed of Right from Lewis County to the State of Washington acting by and through the Washington State Recreation and Conservation Funding Board (RCFB)and the Washington State Recreation and Conservation Office (RCO)for the Cowlitz River Public Access Point project,CMP 1602,(Alta Drive MP 0.045 to 0 055—Public Park) Josh Metcalf, Director of Public Works, spoke to the resolution He said the resolution would approve a Deed of Right for 1 6 acres being developed into a recreation area Motion passed 3-0 4 GOOD OF THE ORDER Commissioner Fund said the state Legislature is working on budget negotiations Commissioner Stamper said the Twin Transit Advisory Board has selected Joe Clark as Twin Transit's new director of transit services.
