2019-04-15 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes April 15,2019 Present Commissioner Jackson, Commissioner Stamper, Commissioner Fund Recorder Rieva Lester Commissioner Jackson called the meeting to order at 10 a m., determined a quorum and then proceeded with the flag salute PUBLIC COMMENT None PRESENTATION Commissioner Fund made a motion to approve a proclamation recognizing April 14-20, 2019, as National Public Safety Telecommunications Officers Week Commissioner Stamper seconded Proclamation recognizing April 14-20, 2019, as National Public Safety Telecommunications Officers Week Steve Mansfield, Director of Emergency Services, read the proclamation into the record Steve discussed the positive changes that have taken place in 911 He discussed 911's commitment to meeting and exceeding the community's needs. Motion passed 3-0. NOTICE ITEM Commissioner Stamper made a motion to approve Resolution 19-106 Commissioner Fund seconded Resolution 19-106. Call for sealed bids for the North Fork Road Realignment Project, RAP Project No 2113-01, CRP No. 2158 Bids are due to the Clerk of the Board by 11 a m May 7, 2019 1 Josh Metcalf, Director of Public Works,spoke to the resolution He said bids will be opened May 7 He said the project involves work along 1.4 miles of North Fork Road Motion passed 3-0. CONSENT ITEMS Commissioner Fund made a motion to approve minutes from the April 8, 2019, meeting as well as Resolution 19-107 Commissioner Stamper seconded. Resolution 107. Approval of warrants/claims against the various county departments Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 812871 through 813,022 and direct disbursements 718, 719, 723, 737, 745-748, 753, 790 through 792, 794 and 797 were issued the week of April 5 for payments against the county totaling$409,960.57 She said payroll/benefit warrants numbered 794653 through 794718 and Automatic Deposits 1 582 also were approved for payments against the county totaling$3,649,045 12 She noted a skip in sequence for warrants 812865 through 812870, which were issued on behalf of Special Purpose Districts Motion passed 3-0. DELIBERATION ITEMS Commissioner Stamper made a motion to approve Resolutions 19-108 through 19-111 Commissioner Fund seconded Resolution 19-108• Approve of the 17th supplement to a Personal Services Agreement between West Consultants Inc and Lewis County Lee Napier, Director of Community Development, spoke to the resolution She said the work involves the maintenance and operation of the Early Flood Warning System Resolution 19-109• Amend the interdepartmental cost-sharing arrangement for Pictometry aerial photo projects to increase the Assessor's share to add the area covered by the Skookumchuck Wind Farm development easement 2 Josh Metcalf, Director of Public Works, spoke to the resolution He said the amendment is for a contract with Pictomentry for photos taken in 2013, 2016 and 2019 He said the resolution adds the area of the Skookumchuck wind farm to the planned flight/photo area Resolution 19-110 Approve of Lewis County Water District 2's water system plan Senior Utility Engineer Betsy Dillin, representing the Public Works Department, spoke to the resolution She said RCW 57 16.010 requires the county to approve of or reject water system comprehensive plans within Lewis County She said Public Works and Public Health and Social Services staff members have reviewed District 2's water system plan and found it to be conditionally acceptable She said BOCC approval is recommended Resolution 19-111. Amend the .09 loan agreement with the Lewis County Public Facilities District (PFD). County Manager Erik Martin spoke to the resolution He said the agreement sets the payment schedule for the PFD's repayment of the outstanding balance on its 09 Distressed Counties loan He said the $366,667 loan will be paid as follows $122,223 to be paid from bond proceeds in 2019 in addition to four annual payments of$61,111 each beginning in 2021 through 2024 Motion passed 3-0.
