Commissioner Jackson called the meeting to order at 10:01 a m , determined a quorum and then
proceeded with the flag salute
PUBLIC COMMENT
None
EMPLOYEE RECOGNITION
The commissioners honored county employees who have reached employment milestones or gone
above and beyond in their duties
15 years Stanley Langland of the Lewis County Sheriffs Office (LCSO)
20 years Bruce Kimsey of the LCSO
25 years Doug Carey of Facilities
Employees of the Quarter Public Works employees John Strom, Fred Terry and Tony Kinswa, who were
honored for their help regarding the operations of several water systems the county was called upon to
take over
PRESENTATION
Commissioner Fund made a motion to approve a proclamation recognizing April 22,2019, as Earth
Day Commissioner Stamper seconded
Commissioner Fund read the proclamation into the record

NOTICE ITEMS
Commissioner Stamper made a motion to approve Resolutions 19-112 through 19-114. Commissioner
Fund seconded
Resolution 19-112. Notice regarding the extended closure of a portion of Salmon Creek Road in Toledo
to all through traffic
Josh Metcalf, Director of Public Works, spoke to the resolution He said Salmon Creek road will be
closed to all through traffic from mile post 4.35 and beyond from May 8 to Dec 31 due to a slide
Resolution 19-113 Notice regarding the proposed sale of timber on county-owned property located
off Bear Canyon Road near Morton
Josh Metcalf, Director of Public Works, spoke to the resolution He said a company is harvesting timber
on property that abuts county right of way He said the company harvesting that timber will need to
make upgrades to the road and could damage the roots of the timber in the county's right of way He
said that could pose a danger to the public, and therefore, the county plans to surplus its timber located
in the right of way Josh said a professional timber cruiser valued the timber at $10,375, noting that the
net value would be roughly$7,000
Resolution 19-114. Call for bids for a track skid steer loader Bids are due to the Clerk of the Board by
11 a.m May 7,2019.
Tim Murphy, Fleet Services Manager for Public Works' Motor Pool division, spoke to the resolution He
said the county has had to rent a skid steer loader in the past and that it could use one permanently to
repair road ruts,grind stumps, help with guardrails, etc He said FEMA funding will be used for the
purchase
Motion passed 3-0.
CONSENT ITEMS
Commissioner Fund made a motion to approve minutes from the April 15, 2019, meeting as well as
Resolution 19-115. Commissioner Stamper seconded
Resolution 19-115 Approval of warrants/claims against the various county departments
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 813084
through 813301 were issued the week of April 11 for payments against the county totaling$474,531 31

She noted a skip in sequence for warrants 813023 through 813083, which were issued on behalf of
Special Purpose Districts
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Stamper made a motion to approve Resolutions 19-116 through 19-119. Commissioner
Fund seconded
Resolution 19-116.Approve a memorandum of understanding between Lewis County and the Lewis
County Corrections Guild regarding overtime calculations
Archie Smith, Human Resources Administrator, spoke to the resolution. He said the county used to use
an overtime calculation but that the county is looking at eliminated the Spanksi rule He said the county
will give a $400 lump-sum payment to compensate for the transition to the new FLSA compliant payroll
payment process
Resolution 19-117 Approve Amendment C to a contract between Lewis County and Reliable
Enterprises
J P Anderson, Public Health and Social Services Deputy Director, spoke to the resolution He said the
program helps those who are homeless or at risk of becoming homeless He said the amendment would
add $14,600 to the contract with Reliable Enterprises
Resolution 19-118. Approve Amendment C to a contract between Lewis County and the Housing
Resource Center
J P Anderson, Public Health and Social Services Deputy Director,spoke to the resolution He said the
amendment will add $38,300 He said the Housing Resource Center will expand its travel sites J P noted
that the resolution on the screen contained a typo and that it should state Amendment C, not B
Resolution 19-119 Approve Amendment C to a contract between Lewis County and the Human
Response Network
J P Anderson, Public Health and Social Services Deputy Director, spoke to the resolution He said the
additional funding of$38,500 will allow the Human Response Network to increase its outreach areas
Motion passed 3-0.

HEARING
Resolution 19-120: Hearing for the 1st 2019 Budget Amendment for Current Expense and other funds
Commissioner Jackson introduced the hearing
County Manager Erik Martin and Budget Services Manager Becky Butler gave the staff report
Erik said notice of the hearing was published in The Chronicle on April 9 and 16 Erik said the
amendment reflects an expenditures increase totaling$5,448,975 and increased revenues totaling
$3,194,571, resulting in a decrease in the estimated ending fund balance totaling$2,254,404 Becky
provided details of the expenditure and revenue changes
Commissioner Fund discussed restricted funds
Commissioner Jackson asked if there were any questions There were none
Commissioner Jackson then closed the question and answer portion of the hearing
Erik and Becky asked that their previous comments be adopted into the record
Commissioner Jackson asked if anyone wanted to speak for or against the resolution No one spoke
Commissioner Jackson closed the hearing
Commissioner Fund made a motion to approve Resolution 19-120 Commissioner Stamper seconded
Motion passed 3-0
GOOD OF THE ORDER
Commissioner Fund said National County Government Month continues She discussed the region's
history
Ron Averill of Centralia discussed matters before the state Legislative He invited the audience to the
Lewis County Rotary Foundation's upcoming fundraiser for the Penny Playground renovation He said
tickets are $50 apiece
PRESS CONFERENCE
Commissioner Fund said the Flood Authority has received a national award for its floodplain work.
Public Works Director Josh Metcalf said the Public Works Department will be honored later in the week
for its successful efforts on the Coal Creek project He and Erik thanked members of the county who
worked on the project

ADJOURNMENT
The BOCC Business Meeting adjourned at 10.45 a m ,with the next Business Meeting scheduled for
10 a m Monday, April 29, 2019, in the Commissioners' Hearing Room (Room 223)
