2019-05-06 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes May 6, 2019 Present Commissioner Stamper, Commissioner Fund Absent Commissioner Jackson Recorder Rieva Lester Commissioner Stamper called the meeting to order at 10:01 a m , determined a quorum and then proceeded with the flag salute PUBLIC COMMENT None EMPLOYEE RECOGNITION The commissioners announced the nominees, including Lewis County Sheriff's Office employee Lori Pulver, Public Works employees Loren Buckman, Bill Garrison,Jeff Sanford, Marc Hamilton, Robin Saline and Ryan Kelso, Public Health and Social Services employees Smokey Padgett and-Meja Handlen, Juvenile employees Jennifer Walker and Megan Shepherd, Clerk's Office employee Joelle Roberts, Facilities employees Tim York, Mel Coon,Tim Spencer, Matt Thuston, Gary Smith and Keith Scharber, Fair employee Kelly Sneed and Auditor's Office employee Kayla Reynolds The commissioners named Ryan Kelso as the 2018 Employee of the Year for his complete redesign of the county's various departmental mapping programs and public web mapping AMERICAN PUBLIC WORKS ASSOCIATION PROJECT OF THE YEAR AWARD Tina Nelson, past president of the American Public Works Association (APWA) discussed the history and mission of the APWA She presented the Project of the Year award to Lewis County for its work on the Coal Creek project She lauded the Lewis County team for its innovation, expedience and attention to protecting the environment PRESENTATIONS Commissioner Fund made a motion to approve two proclamations—one for Drug Court and the other for National Correctional Officers and Employees Commissioner Stamper seconded 1 Proclamation recognizing May 2019 as Drug Court Month Judge Andrew Toynbee said Drug Court started in 2004 and has had more than 190 participants He said Lewis County has a 67 percent success rate He provided a variety of other statistics about the program and noted that Lewis County serves as a model for other drug courts across the state and nation Judge Toynbee read into the record a proclamation recognizing May 2019 as Drug Court Month Audience members involved with Lewis County Drug Court introduced themselves Proclamation recognizing the first full week of May as National Correctional Officers and Employees Week Commissioner Fund read into the record a proclamation recognizing the first full week of May as National Correctional Officers and Employees Week Sheriff Rob Snaza thanked his staff and the community for their support Motion passed 2-0. CONSENT ITEMS Commissioner Fund made a motion to approve minutes from the April 29,2019, meeting as well as Resolution 19-126 Commissioner Stamper seconded Resolution 19-126 Approval of warrants/claims against the various county departments Financial Analyst II Amanda Migliaccio, representing the Auditor's Office, said warrants numbered 813610 813775 and direct disbursements numbered 795 796, 798 804, 807-811, 813-819 and 832 were issued the week of April 26 for payments against the county totaling$480,201.03 She noted a skip in sequence for warrants 813599-813609, which were issued on behalf of Special Purpose Districts Motion passed 2-0 DELIBERATION ITEMS Commissioner Fund made a motion to approve Resolutions 19-127 through 19-132 Commissioner Stamper seconded Resolution 19-127•Authorize the Director of IT Services to execute the renewal of an Enterprise Agreement with En Pointe,a Washington state contracted reseller for Microsoft Corporation licenses Steve Wohld, Director of IT Services,spoke to the resolution He said the renewal takes place annually to ensure the correct number of licenses are in place 2 Resolution 19-128. Approve an amended agreement with Cascade Pacific Action Alliance for Medication Assisted Treatment Budget Services Manager Becky Butler spoke to the resolution She said the amendment amount is $176,740 and that the grant is for funding through Jan 31, 2022 Resolution 19-129•Approve moving the oversight and fiscal responsibility of the Criminal Justice Treatment Account from Great Rivers Behavioral Health Organization (GRBHO)to the Lewis County Public Health &Social Services Department JP Anderson, Deputy Director of Public Health and Social Services, spoke to the resolution He said it will be more financially beneficial to have the long-standing treatment account go under local control Resolution 19-130 Approve a Title VI Non-Discrimination Agreement between Lewis County and the Washington State Department of Transportation (WSDOT) and authorize signatures thereon Josh Metcalf, Director of Public Works,spoke to the resolution He said all federal agency receiving federal funds must establish a Title VI Non-Discrimination Program Resolution 19-131•Selection of a consultant for the A&E Professional Services for the Lewis County Communications Infrastructure Planning Study Josh Metcalf, Director of Public Works, spoke to the resolution He said Public Works deems the lone applicant, Hatfield and Dawson Consulting Engineers, qualified to perform the study and that the contract amount will total no more than $89,180 Resolution 19 132 List the bids received and contractor selected for the Borst Avenue Safety Improvements project,CRP 2139 Josh Metcalf, Director of Public Works,spoke to the resolution He said Lewis County received six bids for the project and that C&R Tractor and Landscaping submitted the lowest responsive bid of $3,185,381.41 Josh noted that the engineer's estimate had totaled $4,486,390 He said requesting the bids earlier in the year likely helped attract bids that were less than the engineer's estimate Motion passed 2-0 3 GOOD OF THE ORDER Commissioner Fund discussed her attendance at the recent Spring Youth Fair,Vader May Day parade and Opioid Forum Commissioner Stamper discussed his attendance at the weekend festival in Packwood He also thanked Public Works and all county employees for their hard work PRESS CONFERENCE There were no questions from the press Commissioner Fund discussed the previous week's Mayors' Meeting and U S Census Bureau's presentation about the importance of counting every resident during the upcoming census count ADJOURNMENT The BOCC Business Meeting adjourned at 10.41 a m , with the next Business Meeting scheduled for 10 a m Monday, May 13, 2019, in the Commissioners' Hearing Room (Room 223) Please note that minutes from the 80CC Business Meeting are not verbatim A recording of the meeting may be purchased at the 80CC office, or video footage can be viewed at no charge at LewisCountyWa gov/bocc-meetings Video footage of 80CC meetings also is aired on Comcast Channel3 at 10 a.m.,2 p.m., 6 p.m., and 10 p.m daily Video footage also can be found on the Lewis County Commissioners'Facebook page I ' '!
