BOCC Reconvening the Lewis County Citizens' Commission on Salaries for Elected Officials BEFORE THE BOARD OF COUNTY COMMISSIONERS OF LEWIS COUNTY, WASHINGTON IN THE MATTER OF THE COUNTY ) COMMISSIONERS RECONVENING THE ) Resolution No 19- 15 LEWIS COUNTY CITIZENS COMMISSION ) ON SALARIES FOR ELECTED OFFICIALS ) WHEREAS, pursuant to the provisions of RCW 36 32 120(6) the Board of County Commissioners (BOCC) is delegated with the management of Lewis County funds; and WHEREAS, pursuant to the provisions of Amendment 57 to the Washington State Constitution, the members of a county legislative authority are prohibited from increasing their salaries during their respective terms of office, and WHEREAS, pursuant to the provisions of RCW 36 17 020, the Board is authorized to establish salaries and compensation of elected officials of the county; provided, however, that such salaries and compensation shall not be less than that set forth in statute, and provided further the Board may elect to use the citizens' salary commission in setting such salaries, and WHEREAS, pursuant to the authority granted by RCW 36 17 024, the BOCC, by Resolution 01-317 created the Lewis County Citizens Commission on Salaries for Elected Officials, and WHEREAS, Resolution 02-388 amended the operational guidelines adopted in Resolution 01-317, affirming that the Lewis County Citizens Commission is a standing committee that can be reconvened by action of the BOCC or by the Chairman of the Lewis County Citizens' Commission on Salaries for Elected Officials, or by majority of said Commission and WHEREAS, the Lewis County Citizens' Commission on Salaries for Elected Officials consistent with HB 1084, Laws of 2001, to consist of 10 members, six (6) of the ten (10) Commission members shall be selected by lot by the County Auditor from among those registered voters eligible to vote at the time the persons are selected for appointment The County shall select two (2) Commission members living in each County Commissioners District; and WHEREAS, the remaining four (4) of the ten (10) Commission members must be a resident of Lewis County and shall be appointed by a majority vote of the BOCC and shall have had experience in the field of personnel management Of these four (4) members, one (1) shall be selected from each of the following four (4) sectors in the County Business, professional personnel management, legal profession and organized labor Personnel management shall include, but not be limited to experience in personnel supervision development of personnel policies and oversight of salary administration schedules NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners of Lewis County will reconvene the Lewis County Citizens' Commission on Salaries for Elected officials and • BE IT FURTHER RESOLVED, the Lewis County Citizens' Commission on Salaries for Elected Officials is empowered, as provided for by law to establish the salary and compensation for the Board of County Commissioners of Lewis County, and BE IT FURTHER RESOLVED, the Lewis County Citizens' Commission on Salaries for Elected Officials shall recommend to the Board of County Commissioners of Lewis County with respect to the salaries and compensation of certain Lewis County elected officials to include Auditor, Assessor, Clerk, Coroner Prosecuting Attorney and Treasurer DONE IN OPEN SESSION this dt)day of May, 2019 APPROVED AS TO FORM BOARD OF COUNTY COMMISSIONERS Jonathan Meyer, Prosecuting Attorney L • OUNTY, WASHINGTON By Civil Deputy Prosecuting Attorney 'ob-rt C Jackson, Chair ATTEST Gar tam er, Vice Chair ieva Lester, Clerk of the Board ,•*couiv••.
