Commissioner Jackson called the meeting to order at 1002 a m., determined a quorum and then
proceeded with the flag salute
PUBLIC COMMENT
None Commissioner Jackson announced that the commissioners were going to postpone the
presentation of the County Road Administration's Certificate of Good Practice, which was awarded to
Lewis County Public Works
PRESENTATION
Commissioner Fund made a motion to approve a proclamation recognizing May 12-18, 2019, as Law
Enforcement Recognition Week Commissioner Stamper seconded
Proclamation declaring May 12-18, 2019, Law Enforcement Recognition Week
Commissioner Jackson read the proclamation into the record
Sheriff Rob Snaza thanked the county and public for their support
Motion passed 3-0
NOTICE ITEMS
Commissioner Stamper made a motion to approve Resolutions 19-133 and 19-134. Commissioner Fund
seconded
Resolution 19-133 Call for bids for a used backhoe Bids are due to the Clerk of the Board by 11 a.m.

Tim Murphy, Fleet Services Manager for Public Works, spoke to the resolution He said he expects the
bids for a used backhoe to come in around $80 000
Resolution 19-134• Notice of hearing for Ordinance 1302 to consider renewing the moratorium on
building permits in Water-Sewer District#5 The hearing will begin at or after 10 a m June 3, 2019, in
the Commissioners' Hearing Room
Lee Napier, Director of Community Development,spoke to the resolution She said a hearing will be
held June 3 to consider extending the moratorium in Water-Sewer District S
Motion passed 3-0.
CONSENT ITEMS
Commissioner Fund made a motion to approve minutes from the May 6, 2019, meeting as well as
Resolution 19-135 Commissioner Stamper seconded
Resolution 135.Approval of warrants/claims against the various county departments
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 813797 through
813862 and 813864 through 814201, as well as direct disbursements 833, 834 and 852, were approved
the week of May 3 for payments against the county totaling$805,985 16 She said payroll/benefit
warrants 794956 through 795027 and Automatic Deposits 1-590 also were approved for payments
against the county totaling$3,715,095 19 Suzette noted a skip in sequence for warrants 813776
through 813796, which were issued on behalf of Special Purpose Districts
Motion passed 3-0
DELIBERATION ITEMS
Commissioner Stamper made a motion to approve Resolutions 19-136 through 19-143 Commissioner
Fund seconded
Resolution 19-136 Approve Contract Amendment#3 between the Washington State Health Care
Authority(HCA)and Lewis County
Danette York, Director of Public Health and Social Services, spoke to the resolution She said the
amendment adds$7 500, which will help with a summer program in Morton

Resolution 19-137• Approve the purchase of a replacement membrane for the hazardous waste facility
at Solid Waste
Solid Waste Services Manager Steve Skinner spoke to the resolution He said the "Hazo Hut" at Solid
Waste, which was constructed more than 20 years old, has been found to be structurally sound but that
the membrane needs to be replaced He said a fan and LED lighting also will be added when the outer
membrane is replaced Steve said the new membrane will have a 25 year warranty Steve said a new
facility would have cost roughly$1 2 million, whereas replacing the membrane and fan—and completing
the other fixes—can be done for roughly$200,000
Resolution 19-138 List the bids received and contractor selected for the purchase of one skid steer
loader.
Tim Murphy, Fleet Services Manager for Public Works, spoke to the resolution He said Pape Machinery
provided the lowest responsive bid He noted that NC Machinery's bid had been rejected because it
didn't meet the county's specifications Tim said the county also will purchase an accessory a 24-inch
planer, from Pape
Resolution 19-139 List the bids received and contractor selected for the North Fork Road Realignment
Project, RAP Project No 2113-01,CRP No 2158
Josh Metcalf, Director of Public Works,spoke to the resolution He said the county received six bids and
that Sterling Breen was the lowest responsive bidder
Resolution 19-140 Appoint Mischa Cowles to the Lodging Tax Advisory Committee (LTAC)
Commissioner Fund spoke to the resolution She said Mischa Cowles is a supervisor at Lewis and Clark
State Park, Ike Kinswa and Rainbow Falls
Resolution 19-141• Give the Lewis County Board of County Commissioners(BOCC) authorization to
waive attorney-client privilege for communication between the county's attorneys and any county
official or employee acting in the course and scope of his or her employment or office
DPA David Fine spoke to the resolution He said the resolution will authorize the Board of County
Commissioners to waive attorney client privilege in certain circumstance
Resolution 19-142 Restrict outdoor burning throughout lands regulated by Lewis County
Lee Napier, Director of Community Development, spoke to the resolution She said the resolution is an
after-the fact ratification related to restrictions on burn permits put in place by the Fire Marshal the
previous week She noted it's been a dry season with an unprecedented number of brush fires

Resolution 19-143 List the bids received and contractor selected for the Highway Safety Improvement
Program, Phase II, Federal Aid Project No HSIP-000S(479), F A Contract No TA-6330, CRP No 21856
Josh Metcalf, Director of Public Works,spoke to the resolution He said the county received four bids
but that a bid from Midway Underground was deemed nonresponsive by the Washington State
Department of Transportation He said the contract was being awarded to Active Construction of
Tacoma
Motion passed 3-0.
GOOD OF THE ORDER
Commissioner Fund praised local flower growers She said the Farm Guide has been printed
Commissioner Jackson discussed the previous week's ROADeo He praised Public Works and thanked the
department for its efforts Public Works Director Josh Metcalf echoed those sentiments
Commissioner Jackson and Commissioner Fund discussed Toledo Lions Club's fishing derby held over the
weekend
Peter Lahmann discussed an apprenticeship event at an area high school the previous week He also said
May 18 is Armed Forces Day at Joint Base Lewis McChord
PRESS CONFERENCE
Commissioner Fund said Centralia will discuss the annexation of the fairgrounds during its May 14
meeting
ADJOURNMENT
The BOCC Business Meeting adjourned at 10 34 a m , with the next Business Meeting scheduled for
10 a m Monday, May 20, 2019, in the Commissioners' Hearing Room (Room 223)
