Commissioner Jackson called the meeting to order at 10 a m , determined a quorum and then
proceeded with the flag salute
PUBLIC COMMENT
Sean Bell of RES Americas gave an update on the Skookumchuck wind farm project He said Lewis
County issued grading permits the previous week He said the agreements for the transmission lines
crossings continue He said he is concerned about the term length for the agreement and the
consideration amount He said the county should keep in mind that the tax revenue for the county will
be significant Sean said he also is working on the emergency management agreement
Lisa Striedinger, representing she Resident Action Project, discussed House Bill 1406 related to
affordable housing She said the deadline for funding available under HB 1406 is fast approaching She
urged the county to opt in
NOTICE ITEMS
Commissioner Fund made a motion to approve Resolutions 19-187 through 19-190 Commissioner
Stamper seconded.
Resolution 19-187 Notice of Hearing for a non-exclusive franchise to the Industrial Park at Transalta
to construct,operate and maintain water and sewer facilities in county right-of-way on Big Hanaford
Road The hearing will begin at or after 10 a m July 29, 2019, in the Commissioners' Hearing Room
Martin Roy, Real Estate Services Manager for Public Works, spoke to the resolution He said Transalta
has applied for a five-year, non-exclusive franchise on Big Hanaford Road
Resolution 19-188 Call for bids for the Interstate Avenue Paving Project, Federal Aid Project No
STPUS-5686(001), F.A. Contract No TA-6614, CRP No 2187D Bids are due to the Clerk of the Board by
11 a m July 30,2019.

Resolution 19-189• Notice of the temporary closure of a portion of Borst Avenue in Centralia to all
through traffic
Martin Roy, Real Estate Services Manager for Public Works, spoke to the resolution He said the
portion of Borst Avenue between Eschom Road and North Schueber Road would be closed to through
traffic but open to local traffic from July 12 to Dec 11, 2019
Resolution 19-190.Call for bids for one new vehicle to be purchased by Community Development
Bids are due to the Clerk of the Board by 11 a.m.July 24, 2019.
Lee Napier, Director of Community Development, spoke to the resolution She said the bids for the new
vehicle will be opened July 24
Motion passed 3-0
CONSENT ITEMS
Commissioner Stamper made a motion to approve minutes from the July 1,2019, meeting as well as
Resolution 19-191 Commissioner Fund seconded
Resolution 19-191 Approval of warrants/claims against the various county departments
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 816186
through 816287 were issued the week of June 21 for payments against the county totaling$156,089 54
She noted a skip in sequence for warrants 816166 through 816185, which were issued on behalf of
Special Purpose Districts
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Fund made a motion to approve Resolutions 19-192 through 19-195. Commissioner
Stamper seconded
Resolution 19-192 Authorize the initial placements of Community Health Workers on the current
County Salary Grid (13 Step M Grid)for Non-Union Extra Help

Steve Walton, Director of Central Services, spoke to the resolution
Resolution 19-193.Approve a program agreement between the Department of Social and Health
Services and Lewis County for the WorkFirst Program.
JP Anderson, Director of Public Health and Social Services, spoke to the resolution He said the two
year contract will allow Lewis County staff to assist the Department of Social and Health Services (DSHS)
in determining a parent's ability to participate in the WorkFirst program through an evaluation of a
child's special needs
Resolution 19-194 Establish the Lewis County Criminal Justice Treatment Account(CJTA) panel and
appoint members
JP Anderson, Director of Public Health and Social Services, spoke to the resolution He said the county
is appointing the following eight members to the Criminal Justice Treatment Account panel Andrew
Toynbee (Superior Court),Jonathan Meyer(Prosecutor), Chris Sweet(Sheriff's Office), Stephanie Miller
(Drug Court),JP Anderson (County Drug&Alcohol Coordinator), Mindy Greenwood (Treatment
Provider), Fabiola Gonzalez (Treatment Provider), and Sam Groberg (Criminal Defense Bar)
Resolution 19-195• Reappoint William Sullivan to the Pacific Mountain Workforce Development
board
Commissioner Stamper spoke to the resolution He said William "Bill" Sullivan has been a huge help on
the Pacific Mountain Workforce Development Council
Motion passed 3-0.
ANNOUNCEMENTS
The commissioners talked about the various fireworks shows and parades that took place throughout
Lewis County over the weekend
Commissioner Fund and Commissioner Stamper discussed the Packwood chicken dinner fundraiser
Commissioner Fund said the Pie Social will take place at 1 30 p m July 14 at Claquato Church
Ron Averill discussed the county's move to five-year caps on franchise agreements
