2019-03-04 BOCC Wrap UpBOCC Wrap-Up Meeting March 4, 2019 9:02 a.m. Present: Commissioner Jackson, Commissioner Stamper, Commissioner Fund, County Manager Erik Martin, Becky Butler, Arny Davis Guest: Dr. Lindsey, Anne Randt, Lynnette Hoffman, Mona Rae Fish, Peter Lahmann, Alex Brown Recorder: Rieva Lester Mona Rae Fish said she would like an update on the Toledo Senior Center’s overpayment. Becky Butler suggested Mona Rae reach out to Danette York. The commissioners said the Commissioners’ Office will handle the Lewis-Mason-Thurston Area on Agency appointments. Erik Martin said it will be added as a staff meeting topic. The commissioners agreed to have the chair sign the updated Public Facilities District loan agreement. Becky Butler noted that the .09 resolution will need to be modified. Commissioner Fund gave a brief update on bills being reviewed by the state Legislature. Commissioner Stamper recapped a recent meeting with the owners of the East Creek RV park. Erik said he has a meeting set up with Lee Napier and Danette York to review the complaint. Commissioner Fund noted that the owners eventually got the necessary permits and that the complaint was focused on the past process. Commissioner Stamper discussed Don Thayer’s property. He said Mr. Thayer has a 10-acre parcel that was split into two pieces in the 1970s. Commissioner Stamper said Mr. Thayer put a mobile home on the 2-acre piece and that when it came time to add a home to the second parcel, Mr. Thayer was told the split was not done correctly and that he would not be able to add the home until he can prove himself to be “an innocent purchaser.” Erik said prior to the 1980s, owners could segregate property for tax purposes. Erik explained the “innocent purchaser” procedure. Erik said he spoke with Erin Valtz the previous week and directed her to reach out to Lee Napier. Erik said the Coal Creek project won an American Public Works Association (APWA) project of the year award. Commissioner Fund said she has asked the PA’s Office for an update on Tacoma Power. The commissioners discussed the impact the river-lowering will have and has had on fishing guides, etc. Meeting ended at 9:40 a.m.
