2019-03-06 Directors UpdateDirectors’ Update March 6, 2019 9:05 a.m. Present: Commissioner Stamper, Commissioner Fund, County Manager Erik Martin, Josh Metcalf, Steve Wohld, Wayne Whiton, Bill Teitzel, Steve Walton, Gary Fredricks, Bill Wamsley, Steve Mansfield, Becky Butler, Lee Napier (9:22 a.m.) Guests: Susan DeLaire, Linda Williams Recorders: Rieva Lester, Becky Butler Josh Metcalf discussed a notice of hearing informing the public of Community Development Block Grant General Purpose Grant opportunities. The hearing will begin at or after 10 a.m. March 25, 2019. Josh Metcalf discussed a resolution to list the bids received and contractor selected for the Pigeon Springs Rd MP 0.5 (Frase Creek) Culvert Replacement Project, CMP 1515. The group discussed including verbiage about using apprentices. Josh Metcalf discussed a resolution to list the bids received and contractor selected for the Middle Fork Rd MP 7.07 (MF Newaukum R.) Culvert Replacement Project, CMP 1802. Josh Metcalf discussed a resolution to approve a local agency agreement and Federal Aid Project Prospectus between Lewis County and Washington State Department of Transportation (WSDOT) for the Interstate Avenue Paving Project, County Road Project (CRP) 2187D. Bill Wamsley discussed Ordinance 1295A, which will clarify the intended administration of the county Noxious Weed Assessment. Erik Martin discussed a notice of hearing for Ordinance 1301, which will amend Lewis County Code Title 16 relating to Simple Segregations. The hearing will begin at or after 10 a.m. April 1, 2019. The commissioners said they would like more information on the topic. Lee Napier joined at 9:22 a.m. Commissioner Fund made a motion to move two Notice items, two Consent items, three Deliberation items and one Hearing to the Monday, March 11, 2019, BOCC agenda. Commissioner Stamper seconded the motion. Motion passed 2-0. Roundtable Archie Smith discussed a possible state change to the salary exempt threshold. He said changes also are on the horizon for paid family leave. Steve Mansfield discussed the February 2019 winter storm. He noted that the state did not meet the threshold for a federal emergency. Steve said 911 has received a couple of qualifying applications for the 911 manager position. Steve Walton said repair work is planned soon for the staff elevator. Becky Butler invited the group to stay for the Secure Rural Schools / Payments in Lieu of Taxes press conference. Becky recapped District Court’s discussion regarding indigent defense. She said she is holding budget training for Munis users. Steve Wohld said the website launch has been delayed and a soft launch is planned soon. Josh Metcalf said the recent online auction surplus sale was a success. Josh discussed SB 5370. Josh invited the group to the upcoming Solid Waste open house. Erik said Public Works has won an American Public Works Association (APWA) Project of the Year award. Commissioner Fund discussed some of the bills before the state Legislature. Gary Fredricks said a Gardening for Everybody event is planned for the weekend. Commissioner Stamper said he attended a meeting in Morton regarding charging stations the previous day. He said groups and businesses are being encouraged to submit letters of support. The majority of the group left at 10:04 a.m. Commissioner Stamper, Commissioner Fund, Becky Butler, Josh Metcalf and Linda Williams remained and watched the March 5, 2019, National Association of Counties (NACo) press conference on Payments in Lieu of Taxes (PILT) and Secure Rural Schools (SRS).
