2019-03-18 Update with County ManagerUpdate with County Manager March 18, 2019 11:01 a.m. Present: Commissioner Jackson, Commissioner Fund, County Manager Erik Martin, Budget Services Manager Becky Butler, Lara McRea Guests: Dr. Lindsey Pollock, Alex Brown Recorder: Rieva Lester Budget Becky Butler said the week’s Budget meeting has been rescheduled for the following week. The commissioners agreed to reduce budget meetings to once monthly instead of twice monthly. Clerk training Lara McRea said Rieva Lester will be attending clerk training in June and that Candy Hallom has requested to attend as well. Becky said there’s roughly $10,000 left in the budget for miscellaneous training, including the commissioners’ conferences. The commissioners agreed to allow Candy to attend, too. Lara said she will reach out to Casey Mauermann about having Rachel Hunt provide office coverage. County Manager authority Erik Martin said he will create a draft. Copier lease Erik said he would work on the expiring copier lease. Central Services Project update: BOCC carpet will be installed sometime in April. Star Complex remodel will be complete in a few weeks. Sixteen cameras are being installed. Elevator repair is awaiting L&I inspection. TO-DO LIST / RECAP Erik: Provide an update on the North Lewis County Interchange project. Erik: Provide a map of the county’s 35 mph roads. Capital Facilities Plan: Planning to hold an executive session to discuss a property acquisition. KMB is working on a final plan for a formal presentation for the BOCC. Packwood Parks: Josh Metcalf met with business owners to discuss the Packwood park. He said he and Josh met with the state parks department regarding the county’s possible takeover of a 175-acre parcel near Skate Creek. 911 / DEM Joint executive cooperation: Next meeting planned for April 5. Will discuss interlocal agreement and 911 options. HR Motor pool: Loudermill hearing scheduled for later in the month. Union: No agreements yet. Working on updating AFSCME agreement. Public Works North Fork: County has avoided court proceedings for the property acquisition. Borst Avenue: The 45-day review and comment session for the discharge permit is slowing the project. Area 5: Close to reaching a deal. Solid Waste: Free voucher program begins May 1. Fleet: FEMA will fund $800,000 to $1 million for equipment purchases. Erik said he would provide an update on the North Lewis County Interchange project the following week. Commissioner Fund said she would like a map of the county’s 35 mph roads. Community Development Training: All-day training planned for March 19. Streamflow Restoration: Lee Napier is recommending John Kliem to represent the county on WRIA 13. Erik said work continues on the innocent purchaser discussion from the previous week. He said he will meet to discuss some questions reporter Lynnette Hoffman has regarding the Eagle Cliff mine. Risk Erik said Risk is working on a public records request policy to help define when a request must be filed and to address final documents vs. draft documents, among other things. Erik said hospital bills for the dog bite victim are mounting. Erik said a PacketWriter 2.0 meeting planned for later in the week. Meeting ended at 11:41 a.m.
