Commissioner Stamper discussed a proclamation recognizing May 2019 as Drug Court Month.
Chief Chris Sweet discussed a proclamation recognizing the first full week of May 2019 as National
Correctional Officers and Employees Week.
Josh Metcalf discussed a resolution to approve a Title VI Non-Discrimination Agreement between Lewis
County and the Washington State Department of Transportation (WSDOT) and authorizing signatures
thereon. The group discussed an initiative that had been passed at the state level over the weekend.
Undersheriff Wes Rethwill joined at 9:05 a.m.
Steve Wohld discussed a resolution to authorize the Director of IT Services to execute the renewal of an
Enterprise Agreement with En Pointe, a Washington state-contracted reseller for Microsoft Corporation
licenses.
Commissioner Fund made a motion to move two Presentation items, two Consent items and two
Deliberation items to the Monday, May 6, 2019, BOCC agenda.
Commissioner Stamper seconded the motion.
Motion passed 2-0.
Chief Chris Sweet discussed a resolution to approve an amended agreement with Cascade Pacific Action
Alliance for Medication Assisted Treatment. Chief Sweet noted that the jail is having a hard time getting
inmates’ Medicaid coverage reinstated upon their release. He said paper prescriptions are used to
bridge the gap but that that stopgap has created an increase in medication costs. He said the jail is
working on a solution. Undersheriff Rethwill said the program is cutting edge, noting that jails elsewhere
are not doing the voluntary program.
Danette York noted that Medicaid coverage is suspended upon inmates’ release, whereas in the past the
coverage used to be eliminated.
Commissioner Fund made a motion to move an amended agreement with Cascade Pacific Action
Alliance for Medication Assisted Treatment to the Monday, May 6, 2019, BOCC agenda.
Commissioner Stamper seconded.
Motion passed 2-0.

Danette York said the opioid forum is planned for later in the evening.
Chief Sweet and Undersheriff Rethwill left at 9:21 a.m.
Lee Napier said she has been called for federal jury duty.
Erik Martin left at 9:24 a.m.
Steve Wohld reminded the group that county employees should not be sharing user names and
passwords. He said the city of Sammamish fell victim to a single-click cyberattack that has cost the city
$3 million so far. Steve discussed cybersecurity testing taking place. Steve Mansfield discussed the
possibility of limiting employees’ access to outside emails (for employees who don’t need outside
contact). Becky Butler noted that the State Auditor’s Office will be auditing cybersecurity. Steve Wohld
noted that IT is short-staffed.
Susan DeLaire left at 9:38 a.m.
Danette York said the epidemiologist position has been posted. She noted there is funding associated
with the position.
Becky Butler discussed a conference she attended the previous week. Becky said WSAC has launched an
app, “testit,” to test broadband strength in rural areas.
Doug Carey said the Centralia City Council will discuss the fairgrounds annexation May 14 and that
Chehalis will discuss the radio site permit on May 21.
Erik returned at 9:48 a.m.
Josh Metcalf discussed the passage of SB 5993. He also discussed SB 5370, which could affect Toledo. He
said it could be beneficial to Lewis County. Josh also discussed his department’s recent American Public
Works Association (APWA) Project of the Year award.
Rieva Lester noted that there will be a APWA presentation and employee recognition during the May 6
meeting.
Commissioner Fund gave a brief update on matters before the Legislature. Josh noted that Winlock is
receiving state funding for the Mickelson Parkway.
Lara McRea noted that Erik Martin and Commissioner Stamper will be attending the NACo conference in
Spokane in mid-May.
Gary Fredricks said WSU will host 750 kindergartners for agricultural training on May 14.
Josh said the ROADeo is planned for May 9.
Erik said volunteers are needed for the upcoming APWA conference in Seattle.
