11:07 a.m.
Present: Commissioner Jackson, Commissioner Stamper, Commissioner Fund, County Manager Erik
Martin, Budget Services Manager Becky Butler
Guests: Dr. Lindsey Pollock, Alex Brown
Recorder: Rieva Lester
Budget
Becky Butler clarified Josh Metcalf’s statements about Secure Rural Schools funding, noting that it
wasn’t new funding, rather it reflected money that had been held back.
NACO WIR report
Erik Martin and Commissioner Stamper discussed the previous week’s NACO conference. Erik noted that
the Law and Justice Council has been extended to include citizens. Commissioner Stamper said speakers’
topics included lodging taxes and timber sales. He said wildfires also were discussed briefly.
Salary Commission
Erik said he has met with Larry Grove and his staff about conducting the lot draw. He noted there still is
work to be done on the policy related to the Salary Commission. Becky Butler suggested passing the
policy at the same time as the members are appointed. Erik said BOCC staff or HR likely would then work
on the letters. The commissioners agreed to have Rieva Lester begin the application process.
Toledo Senior Center
Commissioner Jackson said he feels the Toledo Senior Board should go through the Lewis County Seniors
Board regarding building repairs. The commissioners said they would work with the Toledo Senior Board
directly instead of the Lewis County Seniors Board. The commissioners said they would discuss the topic
with the PA’s Office on May 21 before determining how to proceed.
911 regionalization options
Erik said the talking points for the evening’s Fire Commissioners Meeting would be the same as those
from the Mayors’ Meeting. The commissioners asked Erik to give the opening statements and said they
also would be available to discuss it. Erik said he also will discuss the infrastructure study during the
meeting.
Community Development
Erik said a gentleman named Todd Shipp sent his compliments regarding help he received with a
boundary line adjustment (BLA 19-0003) on which he was working.
911 / DEM
Erik said 911’s restructuring has taken place and that the 911 new hire started earlier in the day.
HR
Erik said he and Steve Walton have approved paying Daleyn Coleman out of class pay for the work she is
doing.
Becky Butler left at 11:37 a.m.
Erik said the HR move to the old WSU site is No. 12 on Facilities’ list and likely will take place later in the
summer. He noted that the Guardian Ad Litem program is moving to the Star Complex.
Public Health and Social Services / Code Enforcement
Erik said John Abplanalp has accepted the county’s job offer. Erik discussed Danette York’s upcoming
departure and said he has met with Danette – and will meet her with staff – regarding how to fill the
Director of Public Health and Social Services vacancy.
Public Works
Erik discussed the Solid Waste drop box property in Onalaska. He said he doesn’t see a reason to offload
the property.

Commissioner Fund said NACo has launched its “Test It” mobile app to test Internet connection
strengths.
The commissioners discussed their calendars, including upcoming fairs and parades.
