2019-06-19 Auditor Treasurer UpdateAuditor / Treasurer Update June 19, 2019 10:33 a.m. Present: Commissioner Jackson, Commissioner Stamper, County Manager Erik Martin, Arny Davis, Rodney Reynolds, Suzette Smith, Becky Butler Guest: Linda Williams (10:50 a.m.) Recorder: Rieva Lester Rodney Reynolds reviewed county revenues. He said liquid deposits have dipped slightly. He said he thinks it’s a sign of things to come regarding investment rates. Arny Davis said interest rates are expected to dip. Rodney also noted: • Investments were virtually unchanged from April to May. • Year-to-date revenue for the general fund is a little ahead for the year. Becky noted that PILT money is expected at the end of the month. She said the county is anticipating payments totaling roughly $1 million. Suzette Smith reviewed county expenditures. She said no funds appear to be in real trouble, but she noted that not all internal service funds have been posted. Commissioner Stamper left at 10:46 a.m. Suzette and Becky discussed possible solutions to keep monthly service rates up to date. Suzette said $1.8 million of appropriation for the general fund was unused for 2018. Linda Williams joined at 10:50 a.m. Suzette said all other funds used 13.8 percent of their appropriations. Erik Martin left at 10:53 a.m. Suzette said the SAO can give leniency due to the county’s switch to the new finance system but that it will not grant leniency for the county missing its reporting deadline because it’s a deadline set by statute. Suzette and Arny discussed process improvement changes taking place to avoid missing reporting deadlines in the future. Suzette said departments and offices are being trained about what they need to do related to federal and state grant funding. Suzette said the training is focusing on reporting, reconciliation and tracking. Larry Grove said he feels Public Works should have a professional accountant. Erik Martin said he and Josh Metcalf are working on a plan to create such a position. Suzette said payroll will go live in Munis in July. She said other modules will be added in the next year or two. Becky noted that PEBB rates are expected to increase. Suzette discussed personnel needs related to Munis. Larry said the Auditor’s Office continues to work on rollout of the statewide voter registration. Commissioner Stamper left at 11:11 a.m. and returned at 11:14 a.m. Arny urged caution regarding wire fraud. The group discussed on-site training and audits available through the State Auditor’s Office and Homeland Security. Meeting adjourned at 11:20 a.m.
