2019-06-24 BOCC Wrap UpBOCC Wrap-Up meeting June 24, 2019 9:01 a.m. Present: Commissioner Jackson, Commissioner Stamper, Commissioner Fund, County Manager Erik Martin, Becky Butler, Eric Eisenberg, Cullen Gatten Guests: Dr. Lindsey Pollock, Peter Lahmann and various members of the public from the Randle/Glenoma areas Recorder: Rieva Lester Commissioner Stamper made a motion to move to the day’s Business Meeting agenda a resolution approving the 18th supplement to a personal services agreement between Lewis County and West Consultants Inc. Commissioner Fund seconded. Motion passed 3-0. Cullen Gatten discussed a lien on a property on Blue Road in Centralia. He said the principal totals more than $34,866 and the interest totals more than $41,805. He said the owner plans to sell and wants to negotiate the amount of interest. Commissioner Stamper made a motion to negotiate with Calvin White the amount of interest on the lien. Commissioner Fund seconded. Motion passed 3-0. Commissioner Stamper made a motion to allow the Prosecuting Attorney’s Office to be a signatory on the interest of the lien. Commissioner Fund seconded. Motion passed 3-0. Commissioner Stamper said the Randle community is holding a meeting regarding Crystal Geyser later in the week. Erik Martin said he and Commissioner Stamper will attend. Erik said he’ll briefly outline the building permit and SEPA processes. Commissioner Stamper said he would contact Ecology to find out where Crystal Geyser is in the process regarding its Ecology permits. He said his understanding is that Crystal Geyser does not have water rights on the property it purchased. Erik discussed an upcoming meeting with Thurston County Communications (TCOMM). The commissioners said they’d all three like to be there, with the understanding that only one would serve as the spokesperson. Commissioner Stamper made a motion to have Commissioner Jackson serve as the county’s spokesperson for the July meeting with TCOMM. Commissioner Fund seconded. Motion passed 3-0. The commissioners said they’d like staff to reach out to Bill Sullivan about again serving on the PacMtn. board. Commissioner Fund said she has heard that the heritage marker in Mineral is looking rough. Commissioner Stamper said he would reach out to Mary Kay Nelson about restoring the signs. The commissioners approved minute folders for the weeks of May 20 and May 27, 2019. The commissioners reviewed their calendars. Eric Eisenberg discussed the commissioners’ attendance at non-official meetings and how the Open Public Meetings Act (OPMA) applies. Erik urged the commissioners to use staff support, if needed, to attend meetings to capture the essence of those meetings. Meeting ended at 9:41 a.m.
