2019-07-01 Update with EDCUpdate with EDC July 1, 2019 1:18 p.m. Present: Commissioner Jackson, Commissioner Fund, Becky Butler, Matt Matayoshi, Commissioner Stamper (1:23 p.m.) Guests: Various members of the public and press Matt Matayoshi indicated he was asked to review setting an interest rate during the last .09 committee meeting. He said the policy created in 2007 included verbiage about setting interest rates. Matt said the BOCC should address the policy regarding loan / grant mixes. He said the cap for grants is set at $200,000. He said the BOCC has exceeded that limit several times, and he suggested reviewing and possibly revising the policy. Commissioner Stamper joined at 1:23 p.m. Matt also suggested striking the verbiage about allowing the funding for tourism. He said he would return in a month with suggestions for updating the policy set in 2007. Commissioner Fund suggested adding verbiage than indicates any non-county money – including state funding – can count as match. Matt said he is coordinating with Lewis County and Winlock regarding the Mickelson Parkway. He said project management would fall under the county. He noted that the city of Winlock is the recipient of the state funding, which would have to be addressed through an interlocal agreement. Matt said there is a deadline of March 20, 2021, to construct the road. Becky Butler left at 1:31 p.m. Commissioner Stamper expressed concerns regarding the Mickelson family’s water rights. Matt gave an update on several upcoming and ongoing projects, including: • Centralia College’s plan to launch a CDL program. • Port of Chehalis’s plan to begin construction on 20,000-square-foot building that could accommodate smaller tenants. • UNFI’s building progress and plans to hire roughly 350. • A local manufacturer’s participation in the Impact Washington’s lean process. • Smart Tank’s workshop planned for July 12. Commissioner Fund discussed UNFI’s planned plant. Meeting ended at 1:40 p.m.
