2019-07-03 Directors UpdateDirectors’ Update July 3, 2019 9:02 p.m. Present: Commissioner Jackson, Commissioner Fund, County Manager Erik Martin, Becky Butler, Wayne Whiton, Tim Fife, Daleyn Coleman, JP Anderson, Gary Fredricks, Lee Napier, Steve Walton, Commissioner Stamper (9:07 a.m.) Recorder: Rieva Lester Tim Fife discussed a notice of hearing regarding a nonexclusive franchise to the Industrial Park at Transalta to construct, operate and maintain water and sewer facilities in county right-of-way. Tim discussed a call for sealed bids for the Interstate Avenue Paving Project. JP Anderson discussed a resolution to authorize the employment of casual Community Outreach Workers for the Public Health & Social Services Department above Extra Help Grade. Commissioner Stamper joined at 9:07 a.m. JP discussed a resolution to approve a program agreement between the Department of Social and Health Services and Lewis County for the WorkFirst Program. JP discussed a resolution to establish the Lewis County Criminal Justice Treatment Account (CJTA) Panel and appoint members. Commissioner Stamper discussed a resolution to reappoint William Sullivan to the Pacific Mountain Workforce Development board. Lee Napier said she was holding two resolutions • Approval of an eighth supplemental agreement between SBGH-Partners LLC and Lewis County. • Amendment #10 and #11 to Interagency Agreement, RCO# 15-1475, between the Washington State Recreation and Conservation Office (RCO) and Lewis County. Commissioner Stamper made a motion to move two Notice items and four Deliberation items to the Monday, July 8, 2019, BOCC agenda. Commissioner Fund seconded the motion. Motion passed 3-0. Rieva Lester said there likely would be two late additions for July 8: • Temporary closure of Borst Avenue. • Call for bids for a vehicle for Community Development. The commissioners signed a corrected version of 19-185. Roundtable Erik Martin said the selection team would be meeting later in the day to discuss strategic planning and the selection of a consultant. Steve Mansfield discussed an accident that has closed northbound Interstate 5. Steve Walton said the exterior courthouse cleaning process is nearly complete. Gary Fredricks said WSU Extension is holding classes, including canning classes, in Morton. Daleyn Coleman said EEOC documents are due in September. Tim Fife said chip seal and culvert projects are underway. Becky Butler said the budget amendment hearing will take place at the end of the month. She said she will hold training classes July 22. She said rates are due July 12. Commissioner Stamper said there likely will be an increase to insurance rates for 2020. Meeting adjourned at 9:31 a.m.
