2019-07-10 Directors UpdateDirectors’ Update July 10, 2019 9 a.m. Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper, County Manager Erik Martin, Gary Fredricks, JP Anderson, Becky Butler, Wayne Whiton, Steve Walton, Steve Mansfield, Lee Napier, Josh Metcalf, Steve Wohld (9:15 a.m.) Guest: Susan DeLaire Recorder: Rieva Lester Becky Butler discussed a notice of Hearing for the 2nd 2019 Budget Amendment for Current Expense and Other Funds. The group briefly discussed the Vendor Publication. Lee Napier discussed a resolution to approve Amendment #10 and #11 to Interagency Agreement, RCO# 15-1475, between the Washington State Recreation and Conservation Office (RCO) and Lewis County. Lee Napier discussed a resolution to approve an eighth supplemental agreement between SBGH- Partners LLC and Lewis County. Josh Metcalf discussed a resolution to authorize a contract between Cowlitz-Wahkiakum Council of Governments (CWCOG) and Lewis County for costs of transportation planning work performed. JP Anderson discussed a resolution to approve a contract between Lewis County and Washington State Department of Social and Health Services (DSHS), Developmental Disabilities Administration (DDA) to provide services to individuals with developmental disabilities. JP Anderson discussed a resolution to approve a Consolidated Homeless Grant (CHG) Agreement between the Washington State Department of Commerce (DOC) and Lewis County. Commissioner Stamper discussed a resolution to reappoint Cindy Mund, Lynn Ford and Elizabeth Hicker to the Lewis-Mason-Thurston Area Agency on Aging (LMTAAA). Commissioner Stamper and Wayne Whiton discussed a resolution to designate and appoint individuals to the Washington Counties Risk Pool. The group briefly discussed a resolution to reappoint Steve Ward to the Boundary Review Board. Commissioner Stamper made a motion to move two Notice items, two Consent items and eight Deliberation items to the Monday, July 15, 2019, BOCC agenda. Commissioner Fund seconded the motion. Motion passed 3-0. Becky Butler discussed call letters and training related to the 2020 budget. Susan DeLaire left at 9:13 a.m. Wayne Whiton discussed the need to document training. Steve Wohld joined at 9:15 a.m. Steve Walton said the Boundary Review Board will review the proposed fair annexation at the end of August. Josh Metcalf said Public Works is working on the RFP for the Packwood floodplain study. He said the Borst Avenue project is underway. Erik Martin said a group is reviewing Strategic Planning proposals and that ESC will be devoted to Strategic Planning beginning in August. He said the meetings will be tailored to electeds but that directors and administrators can attend to observe. JP Anderson said Health is working on a Community Assessment. JP discussed a vacancy as well as animals that were seized a few months ago. Gary Fredricks said workshops are winding down for the summer months. Steve Wohld said IT is working on rates. He, Rieva Lester and Erik Martin discussed the proposed launch of PacketWriter 2.0. Steve Wohld said countywide Windows 10 updates are near completion. He also discussed new cybersecurity software. Commissioner Stamper and Commissioner Fund discussed events planned for the weekend, including parades and the Pie Social at Claquato Church. Commissioner Jackson and Erik Martin discussed the TCOMM meeting planned for later in the day. Meeting ended at 9:56 a.m.
