2019-08-19 BOCC Wrap-UpBOCC Wrap-Up August 19, 2019 9 a.m. Present: Commissioner Jackson, Commissioner Stamper, Commissioner Fund, County Manager Erik Martin, Lee Napier, Josh Metcalf, Becky Butler Guests: Peter Lahmann, Dr. Lindsey Pollock, Alex Brown, Susan DeLaire, Bob Guenther, Rick Gustafson (9:24 a.m.) Recorder: Rieva Lester Commissioner Stamper made a motion to add the following two items to the day’s agenda:  Consultant agreement for Strategic Planning Services for Lewis County.  Approving amended agreement between the Washington State Military Department and Lewis County for the 18SHSP Homeland Security Program Grant. Commissioner Fund seconded. Erik Martin discussed the consultant agreement. Motion passed 3-0. The group noted that the following three items had been held:  Agreement between Lewis County and the Recreation and Conservation Office (RCO) for Scammon Creek (RM 2.28 and 2.78) Barrier Removals/Graf Road MP 1.34 and Blanchard Road MP 0.698.  Agreement between Lewis County and the RCO for King Creek Barrier Removal Site 700120 (King Road MP 5.31).  Agreement between Lewis County and the RCO for MF Newaukum Trib Barrier Removal Site 1301E18A (Kruger Road MP 1.2). Lee Napier discussed an addendum to a reimbursement agreement between Lewis County and the Skookumchuck Wind Energy Project LLC. The commissioners acknowledged receipt of the addendum information. Commissioner Fund, Commissioner Jackson and Erik Martin said they plan to attend. Commissioner Fund discussed funding available through the Governor’s Committee on Disability Issues and Employment for disability access. The commissioners supported having Commissioner Fund seek the funding. Becky Butler discussed a call for volunteers for the Citizens’ Budget Committee. The commissioners supported her suggestion to limit the committee to six participants. She said budget meetings would take place Oct. 10, 17 and 24. The group discussed the fair. The group discussed the Fire Commissioners’ meeting planned for later in the day. Rick Gustafson of the University of Washington joined at 9:24 a.m. He gave a brief recap about UW’s biorefinery study, funding for which the commissioners planned to award during the Business Meeting later in the day. Bob Guenther discussed the biorefinery study. He noted that a biorefinery could create 300 jobs and have a ripple effect, leading to the creation of other jobs. The commissioners approved minutes for the week of July 29, 2019. The group discussed their calendars. Commissioner Stamper discussed WSAC’s request for additional funding ($6,000) regarding the marbled murrelet. Rieva Lester noted that Skamania County Commissioner Tom Lannen, who serves as Chair of WSAC’s Timber Counties Caucus, had called earlier in the day and said WSAC didn’t have a definitive answer about whether the funding was being requested for 2019 or 2020, so the plan was to be flexible. The commissioners supported paying the amount. The group discussed marbled murrelet protections. Commissioner Stamper left at 9:51 a.m. The group further discussed the Skookumchuck Wind project. Meeting ended at 9:57 a.m.
