Josh Metcalf discussed a notice of the temporary closure of North Fork Road to all through traffic. He said the closure is related to a fish culvert. Josh Metcalf discussed a resolution to approve an agreement between Lewis County and Jeffery W. Pinkerton regarding the proposed purchase of property located at 269 SW Alfred St. in Chehalis. He said the purchase is related to the Capital Facilities Plan. Josh Metcalf discussed a resolution to approve an agreement between Lewis County and the Recreation and Conservation Office (RCO) for Scammon Creek (RM 2.28 and 2.78) Barrier Removals/Graf Road MP 1.34 and Blanchard Road MP 0.698. Josh Metcalf discussed a resolution to approve an agreement between Lewis County and the Recreation and Conservation Office (RCO) for King Creek Barrier Removal Site 700120 (King Road MP 5.31). Josh Metcalf discussed a resolution to approve an agreement between Lewis County and the Recreation and Conservation Office (RCO) for MF Newaukum Trib Barrier Removal Site 1301E18A (Kruger Road MP 1.2). Commissioner Fund briefly discussed a resolution to approve a $120,000 Distressed Counties (.09) grant to the University of Washington for a feasibility study related to building a biorefinery in Lewis County's Industrial Park. Commissioner Jackson noted there were two hearings on the agenda:  Ordinance 1303, which would dissolve Joint Diking and Drainage District No. 1 of Lewis and Thurston Counties (Hanaford Valley).  Ordinance 1304, which would dissolve Davis Lake Drainage District No. 1 (Davis Lake, Morton). Susan DeLaire left at 9:17 a.m. Rieva Lester noted that two items did not make it onto the Directors’ Agenda and would be added Aug. 19:  Consultant agreement for Strategic Planning Services for Lewis County  Approving amended agreement between the Washington State Military Department and Lewis County for the 18SHSP Homeland Security Program Grant, Grant agreement Number E19-101A. Becky Butler discussed the consultant agreement that would be added Aug. 19. Commissioner Stamper made a motion to move three Notice items, two Consent items, five Deliberation items and two Hearings to the Monday, Aug. 19, 2019, BOCC agenda. Commissioner Fund seconded the motion. Motion passed 3-0. Announcements Steve Walton discussed opening day of the fair. Daleyn Coleman said EOE forms have been sent to offices and departments. Becky Butler said budgets and call letters have been sent out. She discussed limitations. She said budgets are due Sept. 9. Becky said she will be available to help with budgets Thursday mornings in the training room. Josh Metcalf said he may have a late add for Aug. 19 regarding an agreement with Winlock related to funds for the Mickelsen Parkway project. JP Anderson discussed Health’s fair booth. JP discussed the benefits of the Nurse Family Partnership. JP said Rep. Orcutt is scheduled to tour the animal shelter. Steve Mansfield discussed the Homeland Security Program Grant amendment to be added Aug. 19. Steve said the ILA budget subcommittee will meet later in the day. Casey Mauermann said Tawni Shepherd wanted to share with the group that everything is going well at the fair. Casey said the county’s JLARC report has been submitted. Lee Napier said she will add to the Monday Wrap-Up discussion about an amendment to an agreement with the Skookumchuck developer. Lee said there are 140 or so permits associated with the project and that the county is issuing them in batches. She said the inspectors attended training the previous weekend. Commissioner Fund and Lee Napier discussed the state requirements for the permits. Commissioner Stamper complimented the fairgrounds crew. Commissioner Fund said the Legislative Roundtable is being rescheduled. She said the Port of Centralia has accused the city and county of being a blockage regarding Stihl Northwest and had threatened to sue the county and city. Josh Metcalf said he has not received any communications from the Port of Centralia but that he has extended an offer to meet with the port. He said the issue appears to be over the curbs, gutters and sidewalks. Josh and Commissioner Fund noted that the property is in the UGA, which means the county must enforce the city’s standards.
