Commissioner Fund made a motion to approve the July 2019 ESC minutes.
Shad Hail seconded.
Motion passed.
Erik Martin gave an overview of the objectives and focus of the 2020-2024 Strategic Plan.
Dianne Dorey joined at 8:18 a.m.
Erik said it would be ideal to have the process dovetail with the budget process but that it could go
longer.
Mackey Smith of the consulting firm Tanner LLC joined at 8:22 a.m. via Skype.
Attendees introduced themselves.
Mackey discussed the creation of an advisory committee and focus groups as part of Tanner’s
community-outreach effort.
Mackey outlined Tanner’s timeline and process:
August to September: Organize an advisory committee
September to December: Community outreach
December to January: Summarize findings
January to March: Build a strategic plan
March: Present the plan, including a 12-month implementation plan
Mackey said Tanner can get early preliminary data to the county in early November to help with the
county’s budget process.
Mackey said the target would be to have seven to nine participants on the advisory committee.
Meeting ended at 9 a.m.
Mackey said the citizens’ group would be committing to a roughly six-month process, with a total of no
more than an hour a week of commitment.
Mackey left at 8:51 a.m.
Erik and Commissioner Jackson discussed the future of ESC as a high-level forum for strategic planning
and issues facing the county.
The group discussed the need for involvement and measurements of success.
