2019-09-11 Directors UpdateDirectors’ Update September 11, 2019 9:02 a.m. Present: Commissioner Jackson, Commissioner Stamper, JP Anderson, Steve Wohld, JP Anderson, Steve Walton, Daleyn Coleman, Lara McRea, Graham Gowing, Josh Metcalf (9:12 a.m.), Becky Butler (9:12 a.m.) Recorder: Rieva Lester JP Anderson discussed: • A resolution to approve Contract #R01-0067-19 between Lewis County and Reliable Enterprises. • A resolution to approve Agreement #H01-0069-19 between Lewis County and Human Response Network. • A resolution to approve contract #H02-0066-19 between Lewis County and the Housing Resource Center. Josh Metcalf and Becky Butler joined at 9:12 a.m. Josh discussed • A resolution to list the bids received and contractor selected for the purchase of one tractor mower. • A resolution to approve an agreement between Lewis County and the Recreation and Conservation Office (RCO) for Scammon Creek (RM 2.28 and 2.78) Barrier Removals/Graf Road MP 1.34 and Blanchard Road MP 0.698. • A resolution to approve an agreement between Lewis County and the Recreation and Conservation Office (RCO) for King Creek Barrier Removal Site 700120 (King Road MP 5.31). • A resolution to approve an agreement between Lewis County and the Recreation and Conservation Office (RCO) for MF Newaukum Trib Barrier Removal Site 1301E18A (Kruger Road MP 1.2). Commissioner Jackson discussed a resolution to approve the purchase of Election Management Equipment from Runbeck Election Services Inc. Josh discussed a resolution to approve a franchise to Astound Broadband LLC to construct, operate and maintain telecommunications facilities in Lewis County rights of way. Commissioner Stamper made a motion to move two Consent items, eight Deliberation items and one Hearing to the Monday, Sept. 16, 2019, BOCC agenda. Commissioner Jackson seconded the motion. Motion passed 2-0. Other business Rieva Lester and Daleyn Coleman gave an update on the Salary Commission application and lottery- drawing process. Josh said Lewis County has been asked to testify before Ecology regarding legislation related to grant funding for response during drought conditions. Josh said he feels funding should be available for proactive – not just reactive – responses to drought conditions. Commissioner Stamper suggested leaving $20,000 earmarked for the Historic Preservation grant. Commissioner Jackson supported the proposal. Commissioner Stamper said he would contact Mary Kay Nelson regarding a Historic Preservation grant she had submitted. Announcements Steve Walton discussed the county’s recent property purchase. Lara McRea discussed the PWX event in Seattle. JP Anderson discussed work on the Public Health and Social Services budget. Graham Gowing said the county Fire Marshal would soon meet with the Department of Natural Resources regarding burn restrictions. Steve Wohld discussed cybersecurity. Josh discussed I-976, which would limit annual vehicle license fees. Becky discussed the 2020 budget process as well as the upcoming 2019 budget amendment. Commissioner Stamper said he fielded a call from a chicken farmer concerned about area farmers being priced out of their homes and businesses, especially considering compression related to Foster Farms contracts and new-construction assessments linked to new barns that were built after the Neislson Dairy Farm’s old ones recently burned down. Commissioner Jackson discussed • A proposal to build 29 single-family micro-homes in the Chehalis UGA. • A Napavine resident has plans to create tiny homes to house the homeless. • Tanner’s upcoming visit to Lewis County. • Facilities’ work on the Toledo pond aeration project. • His work on the state 911 board and pushback consolidation discussions have led to.
