2019-09-18 Directors UpdateDirectors’ Update September 18, 2019 9:03 a.m. Present: Commissioner Jackson, Commissioner Stamper, Commissioner Fund, County Manager Erik Martin, Lara McRea, Daleyn Coleman, Steve Walton, Steve Mansfield, JP Anderson, Josh Metcalf, Lee Napier, Gary Fredricks, Steve Wohld (9:05 a.m.) Recorder: Rieva Lester Erik Martin discussed a Notice of Hearing for the 3rd 2019 Budget amendment for Current Expense and other funds. Erik noted that the amendment would be an increase in the fund balance. Steve Mansfield left at 9:04 a.m. Steve Wohld joined at 9:05 a.m. Steve Mansfield returned at 9:06 a.m. Josh Metcalf discussed a Notice of Public Hearing regarding the proposed modifications to the Vader- Enchanted Valley Water System Fee and Rate Schedule. Steve Wohld discussed a resolution to authorize the Director of IT Services to execute the purchase, migration and implementation of a new dispatching and records server with Motorola Solutions, a Washington state approved contractor. JP Anderson discussed a resolution to approve an agreement between Lewis County and the Salvation Army. Rieva Lester discussed a resolution to establish a policy outlining the methods and processes for the use of electronic signature technology. Erik Martin discussed a resolution to appoint 10 individuals to the Salary Commission. Commissioner Stamper made a motion to move two Notice items, two Consent items and four Deliberation items to the Monday, Sept. 23, 2019, BOCC agenda. Commissioner Fund seconded the motion. Motion passed 3-0. JP Anderson noted that the resolution to approve a professional services contract between Lewis County and Cascade Mental Health for CJTA-funded treatment was being held. Rieva Lester noted there would be two late adds: a resolution to lift burn restrictions and a call for bids for the Sand Sheds Construction Project. Lee Napier briefly discussed the burn ban lift, and Josh Metcalf briefly discussed the sand sheds bid call. Rieva Lester discussed the implementation of PacketWriter 2.0. Steve Walton said office and phone moves will be limited to Fridays. Lara McRea said Mackey Smith from Tanner consultants will be onsite to meet with community leaders Sept. 19-20. Daleyn Coleman said she will be out of the office for a conference on FMLA changes. JP Anderson said John Abplanalp has been named Deputy Director. Josh Metcalf said WSDOT is considering a winter emergency plan for SR7. He said the Elbe highway would be closed to commercial vehicles under the proposal. Josh said he is working on an MOU regarding Mickelson Parkway. Lee Napier discussed a conference she attended in Eastern Washington the previous week. She said burn restrictions have been lifted. She noted that DNR has improved communications with fire marshals and fire chiefs across the states. Gary Fredricks discussed upcoming Extension workshops, including one on wills. Erik Martin discussed Mackey Smith’s upcoming visit. Erik said Tanner has drafted a community survey. Erik invited the group to the upcoming United Way luncheon. Commissioner Jackson left at 9:43 a.m. Commissioner Fund discussed her recent trip to Washington, D.C. She also discussed the recent bridge- naming ceremony in honor of Regina Clark. She discussed the previous night’s Farm Forestry meeting, noting that there are concerns regarding the Forestry Riparian Easement Program. Meeting ended at 9:59 a.m.
