Steve Mansfield discussed a proclamation recognizing October as “Lewis County Disaster Preparedness
& Lewis County Alert Awareness Month.”
Steve Wohld discussed a proclamation recognizing October as “Lewis County Cybersecurity Awareness
Month.”
Steve Walton discussed a resolution to approve the quarterly declaration of surplus personal property.
Bill Wamsley discussed a resolution to approve Stewardship Agreement No.17-SA-11060300-020
Modification 3 between Lewis County and the USDA Forest Service, Gifford Pinchot National Forest, to
change the performance period and authorizing the Chairman of the Board of County Commissioners
(BOCC) to sign thereon.
Erik Martin discussed a resolution to appoint J.P. Anderson as the Public Health & Social Services
Director.
Graham Gowing discussed a resolution to accept a grant and authorize the Director of Community
Development to sign the Water Resource Streamflow Restoration Project Planning agreement.
Graham Gowing discussed a resolution to approve an interlocal agreement with the City of Chehalis to
provide reliable building inspection and construction plan review services on an as-needed basis.
JP Anderson discussed the following resolutions:
• To approve a professional services contract for CJTA-funded treatment between Lewis County
and Cascade Mental Health.
• To approve contracts between Lewis County and each of the following four entities: Compass
Career Solutions, Lewis County Work Opportunities, Morningside and Reliable Enterprises.
• To approve a professional services contract for CJTA-funded treatment and recovery support
services between Lewis County and the Washington Health Care Authority.
• To approve Amendment C to a contract between Lewis County and The Salvation Army.
• To approve a CPWI Prevention Agreement between Lewis County and the Washington Health
Care Authority, Division of Behavioral Health and Recovery (DBHR).
• To approve Amendment A between Lewis County and the Centralia School District for student
homelessness services.
Josh Metcalf discussed a resolution to list the bids received and contractor selected for the purchase of
one truck chassis upfit (2-Yd flatbed dump installation).

The commissioners discussed a resolution to appoint Matt Brock as an alternate on the Lewis County
Water Conservancy Board.
Commissioner Fund made a motion to move two Presentation items, two Consent items and 14
Deliberation items to the Monday, Sept. 30, 2019, BOCC agenda.
Commissioner Jackson seconded the motion.
Motion passed 3-0.
JP Anderson said he would have one late add: Appoint Nancy Keaton to the Public Health & Social
Services Advisory Board.
Commissioner Stamper left at 9:29 a.m.
Rieva Lester discussed work to fill the Salary Commission and reminded the group about the
PacketWriter 2.0 implementation.
Steve Walton said the Centralia City Council held its first reading for the proposed annexation of the
fairgrounds.
Daleyn Coleman discussed upcoming FMLA/Family Leave changes as well as possible effects of the Equal
Pay and Opportunities Act.
Josh Metcalf said work on the Middle Fork and Pigeon Springs projects is wrapping up, while the Borst
Avenue project is not. Josh said Public Works will visit Vader to discuss proposed rate increases.
Steve Wohld said the new hearing room audio equipment will be installed Sept. 27.
Becky Butler reminded the group that a budget amendment hearing is scheduled for Oct. 7. She
discussed the individuals who will serve on Citizens Budget Committee.
Commissioner Fund said Chehalis is working on its strategic plan. She also discussed topics reviewed
during a recent WSAC meeting.
Commissioner Jackson discussed his attendance at the WSAC meeting as well as a meeting he recently
had with WSDOT regarding the Rush Road interchange.
