2018-03-05 PHSS Update Minutes BOCC Update Minutes March 5, 2018 Start Time: 2:00 pm End Time: 2:38 pm Present: Commissioner Fund Danette York Commissioner Stamper Bill Teitzel Commissioner Jackson Recorder: Sandi Andrus BUDGET Nothing discussed about the budget. ISSUES FROM PREVIOUS MEETINGS • Lewis County Property at W. Reynolds, Centralia – Danette/Bill • Discussion: The clean-up is going well. We are hauling trash today and may be done by the end of the week. One truck is taking away and one is hauling in rock. It has cost less than $10,000 so far including hauling the rock. So far, they have taken out eight loads of steel and some tires. Sutter Steel has volunteered their staff time and excavator in a desire to help the community. We have processed an agreement through the PAO for this volunteer work. Waste Management Services is also not charging for hauling. Commissioner Fund stated she would be at the property tomorrow with Devil Dogs to show appreciation for the workers. • Update on Public Health & Social Services (PHSS) Advisory Board – JP Discussion: JP Anderson has a meeting with the Department of Commerce today so was unable to meet and give an update. Danette stated the Board met last Thursday. The Animal Shelter committee had their first meeting and have some good individuals working to get things done. They will look at the next steps on planning a building and ways to fundraise and obtain donations. • Commissioner Fund stated Katie Strozyk and JP did an outstanding job Friday on the Opioid presentation. NEW ISSUES • Updated List of Code Enforcement Cases (handout) – Bill Teitzel Discussion: The following items were discussed: o #1 – Lewis County Property – W. Reynolds, Centralia – Reviewed above. o #2 – Joel Properties (Mayfield RV Park) – 2914 US Hwy 12, Silver Creek. Bill received a call from the owner today but has not had time to talk to him yet. o #3 – Peterson Estates – 144 Skylark Lane, Toledo. The water issue is taken care of. They have completed everything and will move forward. o #4 – Miedinger, Briston – 114 Snyder Rd., Packwood. Mr. Miedinger’s stepfather in law called Bill and stated he did the work on the property. He has hired an engineer who is going through the proper procedures to correct the problem now. The issue revolves around an unpermitted septic tank and drain field installed on the property. o #5 – Guenther, Jacob – 210 Carroll Way, Chehalis. Ongoing. Bill cited him again due to having solid waste issues and sewer going right onto the ground. o #6 – Krall Irrevocable Trust – 903 Byham Rd., Winlock. The owner was in the hospital and is now living with his sister. The family is getting the property cleaned up and removing people off the land. o #7 – Streight, David – 185 Pine Tree, Toledo. People made a home out of two cargo containers without obtaining permits or a septic system. Bill sent them a Notice of Violation in December but his kids are still occupying the containers. o #8 – Sayad, Jodi Urich – 133 Griffith Road, Onalaska. FYI. This is located off Brim Road. The owner is also known as Jodi Stanley. Bill will begin issuing her civil infractions if she starts hosting events as she has obtained no permits. An engineer must inspect the barn which was built in the 1950’s and say it is ok as well as the water and septic. The septic for the house failed in the past. Commissioner Jackson left at 2:10 o Other Code issues not on the agenda: Bill had a conference with the owners of the property at 206 Lukens Road located outside Elbe. This is owned by a family trust but someone is interested in buying it and making it into a resort. There are some zoning conflicts but Bill told them they can use the house for single occupancy as long as the septic works. They cannot break up the property into different sections for different occupancies. They will have to get it up to code before they can move forward on their plan. 4003 Harrison Ave., Joel Johnson Property – Commissioner Fund asked about the property on Harrison Avenue. Bill stated there is a lot of material being taken out from there and they are tearing down the house. • 2018 WA State Community Development Block Grant (CDBG) Application Workshops – Danette Discussion: This is a Public Services Block Grant. Only one agency can apply for the entire County and PHSS is asking to be the ones to apply for this grant cycle. Danette proposed approaching Reliable Enterprises to use these funds to help offset some of their permitting and designing for low income housing. Applications are due in June 2018 and begin the following year with the award being determined by Department of Commerce. Brett from Reliable said they were short of what they needed to accomplish their plans for housing. Commissioner Fund stated they are waiting on something with Packwood from FEMA before they determine what application will be submitted. Decision: Danette will talk to Brett to see if it would benefit them and bring that back to the Board. • Opioid Lawsuit – Danette Discussion: Becky sent information to Danette about the lawsuit. This is a public health issue but Danette had not yet heard about it. The State, along with several LHJs signing on, is suing the pharmaceutical companies. Commissioner Jackson returned at 2:20. Commissioner Fund stated they will want the PAO to look at this and will show it to them when they meet tomorrow. BOH ISSUES Danette informed the BOCC that we have nothing to present at the BOH so the Commissioners agreed to cancel the March 12, BOH. The next BOH will now be April 9. • Veteran Benefit Specialist (VBS) taking on VSO role – Danette Discussion: The Veterans Advisory Board is asking George, the VBS, to become a certified Veteran Service Officer (VSO). They get training to help veterans complete paperwork for disability, retirement, etc., and usually work within veteran service organizations. Originally, it was determined that we did not want our VBS to become a VSO but George says he can do this without adding any time to his schedule and would be an added benefit for the County. Training is free but we may have to pay for some travel. This is an allowable cost from our Veterans Relief Fund (VRF) so it will not cost the County. When this program originally began, the State Department of Veterans Affairs was going to partially fund the position which would also be a VSO but the State did not provide that funding. Decision: All three Commissioners agreed for George to receive training to become a VSO. GOOD OF THE ORDER • Danette informed the BOCC that PHSS has been awarded as the regional lead representative for the Immunization – Vaccine for Children (VFC) grant. This prevents us from having to cut Julie’s hours since she will be able to step in and do that work for the region. • Commissioner Fund reminded Danette that there is a 9:00 meeting with Richard Stride, Danette, and herself. • Commissioner Stamper had a question about a failing septic system and if it requires a permit, could they go ahead and get an engineer before the permit is approved. Bill said it needs to have the system pumped by a certified pumper then have an engineer look at it to see why it is failing. If the system is found to need repaired, they can still technically use it and the contractor would need to obtain a repair permit. Commissioner Jackson left at 2:35.
