2018-05-02 Meeting with James CiborowskiMeeting with James Ciborowski May 2, 2018 10:30 a.m. Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper, Erik Martin, James Ciborowski, Bill Teitzel Recorder: Rieva Lester Winlock resident James Ciborowski (360-827-0803) expressed concerns with flooding on his Ferrier Road property. James said the water used to run across the road. Erik Martin said he has reached out to FEMA and has not yet heard back. James said he’d like to see a culvert installed. Erik said he would investigate and reach out to James. Erik Martin left at 10:35 a.m. James discussed concerns with trailers parked in the 1700 block of Ferrier Road. Bill Teitzel said the property owner died in 2009. He said an individual has been staying there. Bill said the man has been cited for RVs, septic systems, etc. Bill said RVs have returned to the property. Bill said some of the man’s activities may be in Burlington Northern’s right of way. James said he worries that the man is paying the deceased property owner’s property taxes, preventing the county from taking ownership through delinquent taxes. Bill said he plans to meet with the Prosecutor’s Office regarding the property on May 7. Bill said the county may want to review its penalties – and the associated process – already in existence. The commissioners asked if there is a way to require a permission slip of sorts showing that someone is allowed to pay another person’s property taxes. The commissioners said they would add it to the agenda for their next meeting with the Prosecutor’s Office. Commissioner Jackson and Bill Teitzel left at 11:18 a.m. The group continued discussing James’ concerns about Ferrier Road. Meeting ended at 11:30 a.m.
