September 12, 2018
2 p.m.
Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper, County Manager Erik
Martin, Matt Matayoshi
Guest: Susan DeLaire
Recorder: Rieva Lester
Matt Matayoshi discussed an upcoming site tour as well as a cross-laminated timber company’s second
site visit.
Matt discussed a handful of entities exploring Lewis County as a potential site for their various building
needs.
Matt discussed improvements in Winlock, including those regarding the Cardinal Well and development
of the Mickelson property.
Erik Martin asked if Winlock could submit a letter requesting a scope change for its .09 funding. Matt
said he would reach out to Winlock.
Matt discussed review of past engineering work regarding Packwood. He said Packwood is located in a
floodplain, making site selection for a sewer treatment plant. He said a nearby land owner is discussing
the potential sale of their property to house the sewer treatment plant. Matt asked if the county would
be willing to pursue purchasing the property with an option agreement. Erik said he would schedule a
meeting to discuss the matter.
Matt said FEMA is open to removing Packwood from the floodplain but that the EDC doesn’t have the
capacity to pursue a letter of map revision or amendment.
Commissioner Jackson left at 2:37 p.m.
The group discussed what would take place if FEMA took Packwood out of the floodplain.
Matt suggested working on both fronts: the Packwood property as well as the FEMA option.
The group discussed possibly pursuing the property using .09 funds, grants, Flood Control Zone District
funding, etc.
Meeting adjourned at 3:19 p.m.
