Lewis County PUD Manager Dan Kay invited the commissioners to a meeting planned the following
morning regarding Initiative 1631, the Carbon Emissions Fee measure.
Dan said the PUD is revamping its strategic plan and working on long-term capital planning. He said the
Public Power Week proclamation is planned for Oct. 1.
Dan said easement concerns persist regarding entities wanting to do pole attachments or to piggyback
on the PUD’s easements for broadband. He said outside groups cannot piggyback on the PUD’s
easements. He said CenturyLink and TDS have indicated they don’t want to spend a lot on broadband
because it’s not profitable for them.
Dan said siting utilities underground costs five or 10 times more than going above-ground.
