2018-10-03 Prelim Budget mtg -- HR2019 Preliminary Budget Meeting – Human Resources October 3, 2018 11 a.m. Present: Commissioner Fund; Commissioner Jackson; Commissioner Stamper; Budget Services Manager Becky Butler; Human Resources Administrator Archie Smith; Human Resources Generalist Daleyn Coleman; and Citizens Budget Committee members Judy Pectol, Peggy Hammer, Bill Marshall, Tory Graf and Robert Berg Recorder: Rieva Lester Unfunded mandates discussed: None discussed. Revenue: $128,891 Expenditures: $283,300 Full-time equivalent employees: 2.0 Archie Smith discussed HR’s work on labor relations. He said the county has 13 bargaining units, three of which are interest arbitration groups. He and Daleyn Coleman said HR works on employment investigations, recruitments, labor laws, training, etc. Archie discussed struggles regarding recruitment and retention. He also discussed the use of outside help to determine pay scales for various job classifications. The group discussed the county’s move from WCIF to PEBB for insurance coverage, which was done as a cost-saving measure.
