2019-11-25 BOCC Wrap-UpBOCC Wrap-Up November 25, 2019 9 a.m. Present: Commissioner Jackson, Commissioner Stamper, Commissioner Fund (9:03 a.m.), County Manager Erik Martin, Becky Butler, Eric Eisenberg Guests: Peter Lahmann, Dr. Lindsey Pollock, Bob Guenther Recorder: Rieva Lester Commissioner Stamper made a motion to add two Notice items, two Consent items, two Deliberation items and two Hearings to the Monday, Nov. 25, 2019, BOCC agenda. Commissioner Jackson seconded the motion. JP Anderson discussed the resolution to sign a contract with Dr. Rachel Wood. Commissioner Fund joined at 9:03 a.m. Bob Guenther joined at 9:03 a.m. Motion passed 3-0. Erik Martin discussed a roughly $8,300 invoice the county received for outside counsel related to a Public Works employment case. Eric Eisenberg said the PA’s Office contends that the PA’s Office was not consulted about the action that led to the lawsuit and therefore should not be fiscally responsible for paying outside counsel. Commissioner Jackson, Commissioner Stamper and Commissioner Fund agreed to pay the bill from Risk (general liability). Eric left at 9:14 a.m. Erik said the Auditor’s Office has not yet audited all documents for 2018 as the Treasurer’s Office has not been able to complete its work by its deadline. He said the Treasurer has asked that the needed documents be sent with a note from the Auditor noting that they had not yet been through the audit review. Erik said Water-Sewer District 2 had discussed shutting down the valve for sewer service for Water- Sewer District 5. Erik said District 2 voted to give District 5 a deadline by which it must pay its bill or face closure of service. The group discussed the Linn County timber lawsuit. The group discussed a handful of cases and topics that were discussed during the previous week’s Washington State Association of Counties conference. The commissioners approved minutes from the week of Oct. 14. Bob Guenther said he has been talking with the Department of Ecology. He said Ecology indicated that it has not been testing the materials that were deemed hazardous. He said delisting the materials will lead to the biosolids being dumped on Lewis County lands. He said the comment deadline is Dec. 12. The commissioners directed Rieva Lester to draft a letter. Commissioner Stamper left at 9:51 a.m. Meeting ended at 9:55 a.m.
