Commissioner Jackson made a motion to move to correct the agenda for the Feb. 6 meeting to include
three (3) Notices, six (6) Consent items, and one (1) Hearing.
Commissioner Fund seconded the motion.
Motion passed 2-0.
Commissioner Jackson and Commissioner Fund went over the agenda and the day’s calendar.
Glenn Carter joined the meeting by phone at 9:22 a.m.
Glenn discussed a recent meeting at which the Napavine City Council was discussed. Glenn left the
meeting at 9:23 a.m.
The commissioners discussed a vacancy on the Pac Mountain board.
The commissioners discussed interlocal agreements.
Commissioner Jackson left at 9:37 a.m.
Commissioner Fund called Jonathan Meyer at 9:37 a.m.
Jonathan said Sullivan, Wheeler, and position 3 all were appointed in violation of the law. He said
Councilmember Swim is the only properly appointed council member.
Jonathan said all decisions since McNeely’s departure in June 2016 have been in violation of the law. He
said the only position Napavine can appoint is Position 2. He said the city plans to ask the board to
appoint Sullivan and Wheeler.
Commissioner Jackson returned at 9:41 a.m.
Jonathan hung up at 9:42 a.m.
The commissioners said it is up to the board whether to follow the city’s recommendations to appoint
Sullivan and Wheeler or to open the process up, inviting interested parties to apply.
Commissioner Stamper joined the meeting at 9:45 a.m. and left at 9:50 a.m.
The group discussed the opening bid for the paper of record.
