BOCC Update Minutes

Danette handed out pins and hand gel to the Commissioners that she received from WSALPHO; they are marketing tools for the “Public Health is Essential” campaign. ISSUES FROM PREVIOUS MEETINGS:
• Coal Creek Update – Danette
Discussion: Bill had a conflict for today and could not attend this meeting. A meeting
was held last month with the homeowners and explained there would be no out-of-pocket
costs for them. There are two properties where the owner has not opted in. Danette believes that one is owned by a bank and the other property’s owner cannot be located. Bill is trying to locate and talk to them so they have the opportunity to opt in and not have to pay out-of-pocket costs in the future. The County has received and is processing a
third invoice from the City which should be the final one.
• Update on Remodel – Danette Discussion: We made a change in the WIC office. There used to be dividers that were not very stable so pony walls were built. All staff on the third floor are packing and moving things down to the second floor in preparation of the continued remodel on the
third floor. An abatement crew is scheduled to abate the joints on the walls this week.
• Update on Reorganization – Danette Discussion: Nothing new to report.
• Nurse Family Partnership Update - Danette
Discussion: Nothing new on this. Danette notified Thurston County that the
Commissioners approved moving forward with negotiating a contract for a joint team. We
purchased two cars for our nurses to use for the program. We will negotiate to try to continue having them use these vehicles to avoid having to be reimbursed for mileage. Danette suggested the County allow them to take the cars home and use them to travel from their homes to make visits but wasn’t sure what the policy is on that. Laura Coppock
was hired to be our second NFP Nurse starting April 24. She and her husband own the
hardware store in Mossyrock. She currently provides home care for a family and handles
the business part of the store. Laura found out about the position through the Facebook
ad.
NEW ISSUES:
• Updated List of Code Enforcement Cases (handout) – Danette
Discussion: The following items were discussed: o #1 – Lewis County Property – 1303 W. Reynolds, Centralia – Reliable may be
interested in purchasing this property. The will have to have a timeline if they want to purchase and clean it up. o #2 – Andrews, Kimberlee – 109 Elma Dr., Centralia – o #3 – Rieger, Jerry – 128 Joppish Rd., Centralia – o #4 – State Ave. Chehalis –
o #5 – Onalaska Wood Energy, 1674 Hwy 508, Onalaska – Ecology contacted Bill about this. They took some pictures. o #6 – Mason, Paul (Harding) 1700 Ferrier Rd., Winlock – o #7 – Spooner Rd. pit, Lewis County Public Works – Brittany Voit. This is the old landfill at the county shop. Brittany says it is causing cancer clusters. The pit run
legally and then decommissioned. It was used to dump and burn garbage. Bill will give an update on this with pictures. As of now, there is no evidence or proof that there are any cancer clusters going on. Brittany has contacted DOH and Ecology about this. o #8 – Ed Carlson Memorial Airport – Jackson Hwy., Toledo –
o Added item: There was a Hearing scheduled for Jimmy Jameson, owner of the motor home with the dogs, but he did not attend. The County won by default. Eric Eisenburg is working with Bill and will probably get a warrant to seize the dogs but we are not announcing the seizure. Some dogs may have parvo. Law enforcement will serve the warrant and Public Health will go in and remove the animals. The dogs will
go to the animal shelter until the case is done. We keep the old kennel for overflow cases like this. We have a non-profit 501c “wandering paws” that receives bequests.
• Joint Meeting with Social Services Advisory Board (SSAB) and BOH Advisory Committee
(BOHAC) – Danette
Discussion: A joint meeting with these two boards was held on March 30. Twelve
members were in attendance. All those who attended agreed that it made sense to join into one board. We would like to sunset both groups then solicit applications to be representatives on this new Public Health & Social Services Advisory Board. We are the last county in our region to move toward having a combined board. Pacific County is also working on combining theirs. We previously had several Social Services advisory boards
that were combined into the current Social Services Advisory Board.
Decision: Sunset the SSAB and BOHAC and move forward in forming a combined
Public Health & Social Services Advisory Board (PHSSAB).
• Casual replacement for Health Educator while on FMLA – Resolution to pay at 16A, $17.58/hr. – Danette
Discussion: Ellen will be on FMLA beginning in early June for approximately 12 weeks.
Her Salary Grade is 21C ($23.58 per hour). Ellen’s work is grant funded and Danette
would like to get a casual replacement during that time but casual pay is too low for these duties. We will need a resolution to pay at 16A. Beatriz Mendez, a prior employee who worked as a contracts coordinator in Social Services, works for the school system now and will have time during the summer to fulfill this casual position. We have a small grant
for tobacco prevention that has started and she is a casual for that for April and May.
Decision: Submit a resolution for a casual Health Educator to pay at 16A.
BOH ISSUES: Review Board of Health agenda for April 10, 2017 at 1:30
1. H. Res #041017.1 Service Agreement between Thurston County and Lewis County for Nurse Family Partnership Supervision. This is a temporary contract through August 2017 with an option to extend.
2. H. Res #041017.2 Approve Agreement between Washington State Department of Social and Health Services (DSHS) and Lewis County Board of Health as the Governing Body of the Local Health Jurisdiction for General Terms and Conditions of all contracts with DSHS from July 1, 2017 to June 30, 2023. This is a
housekeeping item.
Commissioner Fund made a Motion to move Agenda Items one and two forward to the Board of Health. Commissioner Jackson seconded. Motion approved 3-0.
OTHER ISSUES of Concern to the BOCC:
• Call from Glenda – Danette
Discussion: Danette received a phone call from Glenda Forga regarding an editorial about the Toledo Senior Center. It stated specifics about the leader of the transition team
having a conflict of interest because she is on Toledo City Council. The topic of the senior centers has not been discussed at any Toledo City Council meetings. Glenda was upset by the editorial and wanted to write a rebuttal. Danette told her it would be best to let it go or let someone else on the team write a rebuttal.
• Packwood Senior Center – Commissioner Stamper Discussion: Lee Grose called Commissioner Stamper about the Packwood Improvement Club (PIC) wanting their building back to start a business. This building is currently used for the Packwood Senior Center. The PIC suggested half of the building be used for the seniors and the other half for a business. They would have the ability to potentially cook for the seniors but would need to get food permits to cook. Area Agency
on Aging (AAA) provides vouchers and could contract with the LC Seniors 501c3 for the nutrition program for any or all sites. Packwood could negotiate a contract with AAA themselves if they want to run the Packwood Sr. Center differently. If PIC owns the building, they could have the senior program rent a portion from them. As an outlying area, it may make sense to go with vouchers.
Commissioner Stamper would like a meeting with Danette and Glenn to discuss this matter. Danette recommended that Glenn look at the documentation to make sure if the county ends this program, the building reverts back to the PIC. PIC needs to notify the Packwood seniors what their plans are if that is what will happen. Danette stated that we
need to do the same thing with Toledo City as they will own the senior center building in Toledo. Danette suggested having a meeting regarding the Twin Cities Senior Center in case they need to rent the building they are in.
Decision: Commissioner Stamper will call Lee Grose back to inquire if it is the PIC’s intention to take back the building Packwood Senior Center is using and if it is, to let the seniors know.
• Meeting with the Transition Team – Danette Discussion: Danette stated it would be beneficial for the BOCC to meet with the transition team occasionally to get updates and provide any thoughts or feedback. The next meeting is in Toledo this week. Decision: Commissioner Stamper said to schedule a meeting with them this month.
