Pat McCarty gave an update on the water level at Riffe Lake and communications with the Federal
Energy Regulatory Commission (FERC).
Discussion began about possible tourism opportunities near Kosmos.
Pat continued that Tacoma Power has 30 days to put together a plan including mitigating factors for the
Riffe Lake level.
Commissioner Fund stepped out of the meeting at 4:24 p.m. and re-entered at 4:30 p.m.
Pat addressed dock locations around Riffe Lake.
Commissioner Stamper asked how low the water level has to go before the launches are not usable. Pat
gave an approximate level lower than the planned water level.
Rieva Lester joined the meeting at 4:31 p.m., and Rachel Hunt left at 4:32 p.m.
Pat gave a possible timeline for the Mossyrock park.
Commissioner Stamper asked if there were any other plans in the works for the other parks. Pat said
there were no other plans yet in place.
Pat said a low-water boat launch likely could be constructed next winter.
Commissioner Stamper asked if the information could be dispersed through Discover Lewis County. He
said the community wants to know what is going on. The group discussed having IT Director Steve
Wohld contact Pat.
The group discussed National Oceanic and Atmospheric Administration (NOAA) requirements for smolt.
Pat said a group calling itself The Angry Anglers has asked for better communication regarding river
levels.
The group discussed the market dynamics related to wind turbines.
Pat discussed what he has heard from anglers regarding the impact flow increases and decreases have
on fishing success. Matt Matayoshi, who is a fisherman, gave an overview of the effect flow has on the
catch.
Matt echoed the desire for better communication regarding river flow.
Pat said a fish meeting is planned for 10 a.m. to 3 p.m. Thursday at the Veterans’ Museum.
Pat discussed his retirement and said his successor should be selected by the end of May.
Commissioner Stamper asked for details about offsite plantings. Pat said those are part of the “grand
plan.”
Commissioner Fund asked about Kosmos. Pat said he would discuss it with Steve Wohld. Pat also
discussed trails that were built and others that are planned.
Commissioner Jackson left the meeting at 5:16 p.m.
Commissioner Stamper asked if there would be any movement to try and secure the federal grant that
was lost. Pat said there would be an effort.
Pat said there are plans to plant 250,000 coho in Riffe. He said there also are plans to plant 450,000
kings at the upper falls.
Meeting adjourned at 5:31 p.m.
Matt and Commissioners Stamper and Fund stayed and discussed funding for Winlock and future
development until 5:39 p.m.
