Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson, Lee Napier, Glenn Carter

Lee Napier discussed a letter from the Bob Thode of the Lewis
County Water Conservancy Board. Lee discussed the training
required for the board.
Lee said she’s unsure when or where the Water Conservancy Board
meets.
Glenn said the statute provides for a Conservancy Board for water
rights transfers.
Glenn said the Water Conservancy Board greases the wheels of
water rights transfers. Lee said it’s important to have training in
water rights and the Hirst decision.
Lee said she has not been able to find the resolutions setting the board.
Glenn said the Water Conservancy Board must include a user and a non-user.
Lee said there is 32 hours of required training.
Lee said terms have expired for all three members.
Glenn said you cannot create new water rights. He said the only way to get water rights is through
transfer of ownership.
Glenn said the Farm Bureau has great interest in water rights. The group discussed that as being a
potential pool of interested parties.
Commissioner Fund said she would discuss the vacancies during the evening’s Farm Bureau meeting.
Lee suggested requesting the members’ minutes, bylaws, training documentation, list of active projects,
etc.
The board discussed setting up a meeting with Bob Thode and Barbara Burton-Buress (Bear Canyon Tree
Farm), the other member with an expired term.
Rieva Lester said she would set up a meeting between the board and Bob and Barbara.
