2020-01-13 Business Meeting Minutes • LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes January 13, 2020 Present Commissioner Stamper, Commissioner Fund, Commissioner Jackson Recorder Rieva Lester Commissioner Stamper called the meeting to order at 10 a m , determined a quorum and then proceeded with the flag salute PUBLIC COMMENT None. NOTICE ITEMS Commissioner Jackson made a motion to approve Resolutions 20-006 through 20-008. Commissioner Fund seconded. Resolution 20-007 Notice of a public hearing and proposed action to renew a moratorium upon certain permits within the rural and resource lands of Lewis County and directing the setting of a public hearing.The hearing will take place in the Commissioners' Hearing Room at or after 10 a.m. Feb. 3, 2020. Community Development Director Lee Napier spoke to the resolution Resolution 20-006:Approve a call for bids for one (1) under bridge inspection platform for the Public Works maintenance division. Bids are due to the Clerk of the Board by 11 a.m. Feb. 4, 2020. Public Works Director Josh Metcalf spoke to the resolution. He said the project will use FEMA funding Resolution 20-008: Notice of hearing for an ordinance authorizing a sales and use tax for affordable and supportive housing in accordance with Substitute House Bill 1406(Chapter 338, Laws of 2019)and other matters related.The hearing will take place in the Commissioners' Hearing Room at or after 10 a.m.Jan. 27, 2020. 1 f � Public Health and Social Services Director JP Anderson, spoke to the resolution. He said the county passed a resolution related to the sales and use tax collection in October 2019 but that the Department of Commerce and Department of Revenue indicated an ordinance would be needed JP said the proposed ordinance would allow Lewis County to use a portion of state sales tax revenue to address local housing needs Motion passed 3-0. CONSENT ITEMS Commissioner Fund made a motion to approve minutes from the January 6,2020, meeting as well as Resolution 20-009. Commissioner Jackson seconded. Resolution 20-009:Approval of warrants/claims against the various county departments. Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 823815 through 824109 and direct disbursements 1453, 1516 through 1518, 1548, 1549, 1560, 1575, 1577, 1579, 1580, 1581, 1589, 1590, 1594, 1601, 1628, 1629, 1635, 1636, 1637, 1639, 1640, 1648, 1651 through 1657, 1658, 1664 through 1667, 1670, 1706, 1713 and 1715 were issued for payments against the county totaling$465,078 16 Suzette noted a skip in sequence for warrants 823802 through 823814, which were issued on behalf of Special Purpose Districts Motion passed 3-0. DELIBERATION ITEMS Commissioner Jackson made a motion to approve Resolutions 20-010 through 20-025. Commissioner Fund seconded. Resolution 20-010. Approve Amendments 12 and 13 between the Washington State Recreation and Conservation Office and Lewis County,acting as Fiscal Agent for the Chehalis River Basin Flood Authority,and authorizing the Director of Community Development to sign the same on behalf of Lewis County Community Development Director Lee Napier spoke to the resolution. She said the amendments extend the timelines and budgets for the Flood Authority. 2 l � Resolution 20-011•Approve a Ninth Supplement Agreement between SBGH Partners, LLC and Lewis County. Community Development Director Lee Napier spoke to the resolution. She said the agreement extends the length of Scott Boettcher's contract Resolution 20-012.Approve the Nineteenth Supplement Agreement between West Consultants Inc. and Lewis County,acting as Fiscal Agent for the Chehalis River Basin Flood Authority, and authorizing the Director of Community Development to sign the same on behalf of Lewis County. Community Development Director Lee Napier spoke to the resolution She said the resolution is for an annual amendment related to the maintenance and operation of the flood warning system. Resolution 20-013: List the bids and contractor(s)selected for the 2020-23 Debris Removal Project, County Project No SW-CTS 20-23. Public Works Director Josh Metcalf spoke to the resolution. He said the county received three bids for the project and that Chehalis-based T-Jags Trucking,which submitted a bid of$20,211 76,was the apparent low bidder Resolution 20-014•Approve an Agreement and its amendments between Lewis County and Dams McDaniel regarding the proposed purchase of properties located in the 100 block of NW Chehalis Ave and the 400 block of NW North St.,Chehalis Central Services Director Steve Walton spoke to the resolution He said amendments had been made to the original agreements for the purchase of properties located at 121, 125, 139, 157 and 185 NW Chehalis Ave and other properties located at 431 and 435 NW North St, Chehalis Steve said the purchase is covered by capital funds. Resolution 20-015. Adjust step dates for non-represented employees effective Jan. 1,2020. HR specialist Daleyn Coleman spoke to the resolution For employees hired between the first and the 15th of any given month, she said, the first of that month will be the recognized hire date For those hired between the 16th and the end of the month, she said, the 16th will be the recognized hire date. Resolution 20-016•Adjust vacation accrual rates for non-represented employees effective Jan. 1, 2020 HR specialist Daleyn Coleman spoke to the resolution. She said accruals had been adjusted to eliminate the need for 33 and 66 accruals 3 Resolution 20-017: Set medical insurance premium contribution rates for non-represented employees effective Jan. 1, 2020. HR specialist Daleyn Coleman spoke to the resolution She said the resolution approves a contribution increase of up to$25 per plan Resolution 20-018• Adjust salaries for non-represented employees effective Jan. 1,2020. HR specialist Daleyn Coleman spoke to the resolution She said the resolution approves a 2 percent cost of living adjustments (COLAs)for non-represented employees HR specialist Daleyn Coleman spoke to the following resolutions,which set COLAs, employer contributions for medical rates and other matters for the following. g • Resolution 20-019: Approve a Collective Bargaining Agreement(CBA) between Lewis County and the Sheriff's Support Services Guild for calendar years 2020-22. • Resolution 20-020: Approve a CBA between Lewis County and Teamsters 252, representing the Supervisors Group,for calendar years 2020-22. • Resolution 20-021: Approve a CBA between Lewis County and Teamsters 252, representing the Juvenile Detention Group,for calendar years 2020-22. • Resolution 20-022: Approve a CBA between Lewis County and Teamsters 252, representing Juvenile Probation/Clerical Group,for calendar years 2020-22. • Resolution 20-023: Approve a CBA between Lewis County and Teamsters 252, representing the Combined Group,for calendar years 2020-22. • Resolution 20-024: Approve a CBA between Lewis County and Teamsters 252, representing the Prosecutors Clerical Group,for calendar years 2020-22. • Resolution 20-025: Approve a CBA between Lewis County and AFSCME 1341, representing Community Development and Public Works Employees,for calendar years 2020-22. Motion passed 3-0.
