2017-09-13 Directors UpdateDirectors’ Update September 13, 2017 9 a.m. Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson, Tawni Shepherd, Steve Wohld, Becky Butler, Steve Walton, Archie Smith, Sheila Gray, JP Anderson, Graham Gowing, Paulette Young (by phone), Erik Martin Guests: Mitch Townsend, Matt Brock, Anthony Ahrens, Susan DeLaire, Justyna Tomtas, Linda Williams Recorder: Rieva Lester Commissioner Stamper discussed a resolution to approval an inter-local agreement between the Lewis County Sheriff's Office/County and the Pacific County Sheriff's Office/County for use of jail facilities. PULLED: A resolution to approve Law, Lyman, Daniel, Kamerrer & Bogdanovich, P.S.to represent county employees Danette York, Amy Hanson and Gabriel Frase in a litigation case in which all three are named as defendants. Becky Butler discussed a hearing for the 3rd 2017 Budget Amendment for Current Expense and Other Funds. LATE ADD: Archie Smith discussed a health care authority resolution that will be added. Commissioner Jackson made a motion to move two (2) Consent items, one Deliberation item and one (1) Hearing to the Monday BOCC agenda. Commissioner Fund seconded the motion. Motion passed 3-0. Roundtable JP Anderson discussed Drug Court. Erik Martin said Highway 603 paving is taking place. Paulette Young reminded the group to designate a PDR point person. Steve Wohld said Munis training is moving along smoothly. He discussed the new finance system. He said the email server also is being upgraded. Becky Butler discussed the previous day’s budget meetings. She said the next round will be Sept. 27 and 28. She reminded the group about budget amendments. Steve Walton said the Health building remodel is wrapping up. Sheila Gray said she will present in New Mexico. Commissioner Fund said she attended the Centralia City Council meeting the previous night. She said Centralia is fielding two annexation requests. She also said the city has heard pushback about the city’s ban on roadside solicitations. Mitch Townsend asked what’s going on with EDC. Commissioner Fund said the EDC heard three requests for funding the previous week. She said an office space request was approved. Becky Butler warned that it may not fit the requirements set out by RCW. Mitch asked if Discover Lewis County and the EDC interact. Steve Wohld said the EDC uses the DLC website. Steve said DLC has made a blanket offer to all to use the DLC’s resources. Anthony Ahrens asked for a timeline for the Centralia development, Centralia Station. Commissioner Fund said Fred Meyer has indicated it has specific exit requirements before committing. Matt Brock asked about the unpaved portion of Middle Fork Road. Erik Martin said crack-sealing or coring may take place, but he said he’d have to look in to it. Matt also asked about a 1,000-acre sale at Birchfield and a guardrail in the Onalaska area. Linda Williams asked about the process for changing speed limits. Erik Martin gave a review of the process, including citizen requests, etc. Meeting ended at 9:39 p.m.
