2017-11-06 BOCC Wrap Up1 BOCC Wrap-Up November 6, 2017 9 a.m. Present: Commissioner Stamper (9:02 a.m., by phone), Commissioner Fund, Commissioner Jackson, Dianne Dorey, Steve Walton (9:04 a.m.), Archie Smith (9:21 a.m.) Guests: Justyna Tomtas, Susan DeLaire, Mary Kay Nelson Recorder: Rieva Lester Commissioner Jackson made a motion to add a proclamation recognizing November 11, 2017, as Veterans Day and a resolution approving an intergovernmental transfer of property agreement with Thurston County for the sale of surplus property. Commissioner Fund seconded. Motion approved 2-0. Commissioner Stamper joined the meeting by phone at 9:02 a.m. Becky asked if the board would like to use an estimated medical increase for final budget estimates now or whether the board would prefer to do an amendment in February. Steve Walton joined the meeting at 9:04 a.m. Becky said the medical increase would be $250,000 to $300,000. Commissioner Stamper, Commissioner Fund, and Commissioner Jackson asked Becky to include the estimated increase now. Becky said the Assessor’s Office request for an additional appraiser is similar to what was done for the Prosecutor’s Office, allowing for the hiring of Eric Eisenberg for succession planning as David Fine and Glenn Carter look toward retirement. Commissioner Fund made a motion to approve an additional $73,000 to the Assessor’s Office for a new appraiser position. She said the BOCC would like quarterly updates. Commissioner Jackson seconded. Motion passed 3-0. Dianne Dorey left at 9:14 a.m. 2 Commissioner Fund discussed the upcoming BOCC Business Meeting, at which a group of seniors would be attending. Commissioner Jackson discussed the budgets presented by the seniors. The commissioners said they would meet with the seniors from noon to 2 p.m. Wednesday. Archie Smith joined the meeting at 9:21 a.m. Candy Hallom joined the meeting at 9:22 a.m. The commissioners discussed the county’s potential contributions for the senior centers’ Nutrition programs, including the leases and utilities. Becky discussed the decentralization of the Fiscal Office. She said payroll for Budget, the BOCC, BOE, and the BRB would need to be addressed. She discussed potentially having Community Development take over BRB payroll. She said a decision would be needed by the end of the month. Commissioner Stamper said Bob Weidner has requested an increase for 2018. The commissioners said they would ask Erik Martin to add the request to his next agenda. Commissioner Stamper discussed Rich Curtis’ North Prairie Road property. He said Rich Curtis has concerns regarding his right-of-way. Candy said two port Distressed Counties projects have been completed. Candy left at 9:47 a.m. Commissioner Stamper said he knows a Morton resident who may be a good choice to serve as a PacMtn. representative. Commissioner Fund discussed another potential proxy choice. Commissioner Jackson left at 9:48 a.m. Becky and Steve left at 9:49 a.m. Meeting ended at 9:51 a.m.
