2017-12-06 Directors UpdateDirectors’ Update December 6, 2017 9:08 a.m. Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson, Steve Mansfield, Lee Napier, Erik Martin, Danette York, Paulette Young, Steve Wohld, Becky Butler, Steve Walton, Archie Smith Recorder: Rieva Lester Guest: Susan DeLaire Danette York discussed a resolution to approve Contract Amendment A to the Consolidated Homeless Grant (CHG) with the Washington State Department of Commerce (DOC). Danette York discussed a resolution to awarding Chemical Dependency-Mental Health-Therapeutic Courts (CD-MH-TC) one-tenth of 1% Sales and Use Tax Funds to local agencies. Commissioner Stamper discussed a resolution to approve a Personal Services Agreement between Lewis County and Robert K. Weidner. Erik Martin discussed a resolution to approve the re-opening of a portion of Bunker Road to all through traffic. Erik Martin discussed a resolution to approve an agreement between Lewis County Board of County Commissioners and Lewis County Sheriff's Office for 2018 Traffic Policing. Erik Martin discussed a resolution to approve initiating county road construction projects and assigning County Road Project (CRP) numbers. Commissioner Jackson made a motion to move two (2) Consent items and six (6) Deliberation items to the Monday, Dec. 11, BOCC agenda. Commissioner Fund seconded the motion. Motion passed 3-0. HELD OVER: Steve Walton discussed a resolution to approve a personal service agreement with Butler Amusements to provide carnival activities. LATE ADD: A hearing for the City of Centralia franchise. Roundtable Steve Mansfield discussed the documentary “High Water – Ten Years Later,” which recently aired on TVW. He also discussed minor flooding that took place on the East end. Lee Napier discussed the upcoming Packwood Business Owners meeting. Lee said she met with the EDC the previous day. She said the participants seemed supportive of the recent code changes. Erik Martin said he attended a WSDOT conference the previous day. He said the group talked about community action when it comes to DOT projects and workspace planning, among other topics. Erik discussed Coal Creek Road in Packwood and asked what day next week the BOCC would be willing to hold a public evening meeting. Archie Smith left at 9:35 a.m. Danette York asked if her department would be able to continue using the collection agency set up through Fiscal. Becky Butler suggested reviewing the contract. She said Dec. 12 is the Legislative Authority. She invited the group to her department’s Christmas party and the Voetberg family Christmas show, which benefits Health and Hope. Archie returned at 9:43 a.m. Paulette Young reminded the group that any volunteers working for offices must be registered and must have their hours tracked and reported to the Auditor’s Office. Archie discussed the requirements for having interns. Susan DeLaire left at 9:51 a.m. Steve Would discussed upcoming agreements with area police departments. Steve Mansfield and Paulette Young left at 9:53 a.m. and returned at 9:55 a.m. Steve Would discussed the new canvas prints, which were inexpensive and were paid for through a grant. Becky Butler thanked the group for all the help with the budget. Becky said Mason County did not pass their Budget or certify their levy. She urged the group to check BSRs for year-end. Steve Walton said the buildings would remain locked until 7:30 a.m. daily. Becky said there are 25 individuals eligible for retirement. Archie Smith said the Employee Handbook is being updated. He said an ethics policy is being drafted. He said the state’s new paid sick time rules also will be included. Becky asked if the county can create an across-the-board first-of-the-month anniversary date for all employees. Rieva Lester urged the group to turn in any outstanding minutes. Steve Wohld urged caution regarding cybersecurity. Commissioner Fund discussed her work on the Canvassing Board. Meeting ended at 10:29 a.m.
