2020-01-27 BOCC Wrap UpBOCC Wrap-Up January 27, 2020 9 a.m. Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson, County Manager Erik Martin, Steve Wohld, Lara McRea, Josh Metcalf, JP Anderson, Becky Butler, Candy Hallom Guests: Peter Lahmann, Dr. Lindsey Pollock (9:13 a.m.) Recorder: Rieva Lester Commissioner Fund made a motion to add two items to the day’s Business Meeting agenda: Frase Road Bridge emergency tonnage limits and list bids received Commissioner Jackson seconded. Motion passed 3-0. Candy Hallom said the Department of Revenue has completed its draft audit of the Board of Equalization (BOE). Candy said she is not in favor of the commissioners changing the BOE appeal deadline back to 30 days (from 60 days) because the longer timeframe makes the administrative duties more manageable. She said members of the BOE are ambivalent to the deadline timeframe but that they likely would say the longer timeline benefits the public. Candy discussed the upcoming EDC dinner. Becky Butler asked the commissioners to review a draft of the Lewis County Seniors contract. Commissioner Stamper discussed the East Lewis County PDA. Dr. Lindsey Pollock joined at 9:13 a.m. The commissioners changed the date of one all-day budget meeting from Oct. 15 to Oct. 14. Commissioner Stamper said a citizen has asked if a weight limit can be established for Tucker Road. Josh Metcalf said he is recommending a load limit on Tucker because there are asphalt problems having to be repaired weekly. He said the area may require an emergency repaving job in summer 2020. The commissioners said they would draft a memo directing Erik Martin to establish a Salary Survey. The commissioners directed Rieva Lester to draft a letter to the Port of Centralia indicating the BOCC wants a policy maker (a commissioner) to serve on Distressed Counties. Commissioner Fund said Wallace Pond is in the county, not the UGA, so the city may need to go through the annexation process to take over ownership. She noted it might be a cleaner process. Steve Wohld discussed having an MOU with the city, which could then have contracts with the groups that have discussed volunteering to help. Commissioner Fund said Bud Blake has been named interim director of the Great Rivers ASO. Commissioner Fund discussed the Homeless Connect event. She noted there was an event at the Southwest Washington Fairgrounds and a second one in Morton. Candy said Timberland Regional Library has reached out to gauge the county’s interest in setting up a remote testimony program. The commissioners supported the proposal. Candy left at 9:37 a.m. Commissioner Fund provided a legislative roundup about bills before the state Legislature. The commissioners voiced full support of HB 1154 concerning the financing of Chehalis basin flood damage reduction and habitat restoration projects. Commissioner Stamper discussed a fire suppression bill. Lara McRea said Mackey Smith from Tanner will be on site beginning Jan. 31. The group discussed calendars. Meeting ended at 9:56 a.m.
