Business Meeting minutes
February 24, 2020
Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson

Commissioner Stamper called the meeting to order at 10:01 a.m., determined a quorum and then
proceeded with the flag salute.
PUBLIC COMMENT
Craig Jasmer urged the public and the commissioners to reach out to state lawmakers in support of SB
6278,which addresses water withdrawals for commercial bottled water production.
PRESENTATION
Commissioner Jackson made a motion to approve a proclamation recognizing the W.F. West Girls
Bowling Team. Commissioner Fund seconded.
Proclamation honoring W.F. West Girls Bowling Team, the 2019-20 State 1A/2A champions.
Commissioner Stamper read the proclamation into the record. Members of the bowling team
introduced themselves.
Motion passed 3-0.
NOTICE ITEM
Commissioner Fund made a motion to approve Resolution 20-056. Commissioner Jackson seconded.
Resolution 20-056: Notice of hearing regarding a franchise request from Hampton Lumber Mills to
install, construct, operate and maintain stormwater facilities in county rights of way. The hearing will
begin at or after 10 a.m. March 16.

Real Estate Services Manager Martin Roy spoke to the resolution. He said the franchise agreement will
be a renewal of an existing franchise.
Motion passed 3-0.
CONSENT ITEMS
Commissioner Jackson made a motion to approve minutes from the February 10, 2020, meeting as
well as Resolution 20-057. Commissioner Fund seconded.
Resolution 20-057: Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 825,464 through
825,658 and 825,747 through 825,931, as well as direct disbursements numbered 1848, 1849 and 1852,
were issued and are approved for payments against the county totaling$1,796,186.89. She payroll/tax
deposit warrants 795,745 through 795,746 and automatic deposits 7839 through 8423 were approved
for payments against the county totaling$1,628,142.91.
She noted a skip in sequence for warrants 825,433 through 825,463 and 825,659 through 825,746,
which were issued on behalf of Special Purpose Districts.
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Fund made a motion to approve Resolutions 20-058 through 20-067. Commissioner
Jackson seconded.
Resolution 20-058:Approve an agreement between Lewis County Department of Emergency Services,
911 Communications and American Medical Response (AMR)for emergency dispatch services from
Jan. 1, 2020, through Dec.31, 2022.
E911 Communications Administrator Scott Smitherman spoke to the resolution. He said the contract is
an annual contract for dispatch services and that it is being approved for three years.
Resolution 20-059:Approve the issuance of Request for Projects (RFP)for housing homeless services
to award Document Recording Fees(2163) and Consolidated Homeless Grant (CHG)funds.

Public Health and Social Services Deputy Director John Abplanalp spoke to the resolution. He said up to
$420,000 in funding from document recording fees and $545,932 from the Consolidated Homeless
Grant will be available.
Resolution 20-060:Amending a grant from the Washington State Department of Agriculture for the
remodel of the Southwest Washington Fairgrounds main restrooms.
Fair Manager Tamara Hayes spoke to the resolution. She said the grant was being amended to include
the county's matching funds.
Resolution 20-061: List the bids received and contractor selected for one new Under Bridge Inspection
Trailer.
Public Works Director Josh Metcalf spoke to the resolution. He said the county received two responsive
bids and that Anderson Hydra Platform was the lowest responsive bidder at$199,778.73. He said the
equipment will allow the county to work on its more than 200 bridges.
Resolution 20-062: Approve Local Agency Agreements and Federal Aid Project Prospectuses between
Lewis County and Washington State Department of Transportation for the 2019 County Safety
Program—Phase I & Phase II.
Public Works Director Josh Metcalf spoke to the resolution. He said the agreements are for safety
projects for Phase I ($205,000), which will include work on 29 roads, and Phase II (approximately
$909,000), which will include work on seven roads.
Resolution 20-063:The necessary acquisition of additional right of way for Snyder Road in Packwood.
Real Estate Services Manager Martin Roy spoke to the resolution. He said attempts to negotiate with
two property owners have not been successful. He said the county appears to be close to an agreement
with one of the two property owners and will try to reach an agreement with the other before court
proceedings take place.
Resolution 20-064:Approve an amendment to the agreement between Lewis County and the
Recreation and Conservation Office (RCO)for MF Newaukum Trib Barrier Removal Site 1301E18A
(Kruger Road MP 1.2).
Public Works Director Josh Metcalf spoke to the resolution. He said the amendment will increase
project funding from $68,200 to$107,073 for a fish passage restoration project.

Resolution 20-065: Reappoint Deborah Mizner and Elizabeth Hicker to the Lewis-Mason-Thurston
Area Agency on Aging(LMTAAA) Advisory Council.
Commissioner Stamper spoke to the resolution.
Resolution 20-066:Appoint members to the Distressed Counties (.09) Fund/ Rural Economic
Development Public Facilities Advisory Committee.
Commissioner Fund spoke to the resolution. In addition to herself, she said the appointees include Mark
Anders, Sue Luond, Dennis Dawes, Buck Hubbert, Dan Mortensen, Dan Rich and Daniel Keahey.
Resolution 20-067: Approve a collective bargaining agreement between Lewis County and the
Association of Lewis County Deputy Prosecuting Attorneys for calendar year 2020.
Chief of Internal Services Steve Wohld spoke to the resolution. He said the one-year agreement
includes a cost of living adjustment, modifies the vacation accrual rates and is retroactive to Jan. 1,
2020.
Motion passed 3-0.
HEARINGS
Resolution 20-068: Approve a franchise to Woden LLC to construct, operate and maintain
telecommunications facilities in Lewis County rights of way.
Commissioner Stamper introduced the hearing.
Real Estate Services Manager Martin Roy gave the staff report. Martin said the non-exclusive franchise
will allow Woden LLC to provide telecommunications services throughout Lewis County in conformation
with RCW 36.55 and Lewis County Code 12.20. Martin noted that notification of the public hearing was
published in The Chronicle on Jan. 28 and Feb. 2, 2020. Martin noted that the franchise is a new
franchise, as the county hadn't had any agreements with Woden in the past.
Commissioner Stamper asked if there were any questions.There were no questions.
Commissioner Stamper then closed the question-and-answer portion of the hearing.
Martin Roy asked that his previous comments be adopted into the record.
Commissioner Stamper asked if anyone wanted to speak for or against the resolution.

Commissioner Jackson made a motion to approve Resolution 20-068. Commissioner Fund seconded.
Motion passed 3-0.
Ordinance 1315: Approve Ordinance 1315, which would amend Chapter 17.10 of the Lewis County
Code and lift a moratorium upon certain permits within the rural and resource lands of Lewis County.
Commissioner Stamper introduced the hearing.
Joined by Chief Civil Deputy Prosecuting Attorney, Community Development Director Lee Napier gave
the staff report.
Lee Napier discussed Ordinance 1306, through which the commissioners established a moratorium on
certain permits within the rural and resource lands of Lewis County and directed the Planning
Committee to review Chapter 17.10. Lee noted that the moratorium had been extended in February.
Commissioner Stamper asked if there were any questions.There were no questions.

Eric Eisenberg noted there was extensive public participation in the process.

Don Welever thanked the county for its work on the entire process.
Craig Jasmer discussed Crystal Geyser's appearance in federal court in California on the docket for Feb.
24. He noted that he has been invited to testify in Washington, D.C., regarding commercial water
bottling.
Jasmine Jorgensen said concerns for her children's future spurred her action in response to the
proposed water plant. She thanked the county for its help and urged the public to support SB 6278.
Craig Jones thanked the county for closing the door to Crystal Geyser's empty promises. He especially
thanked the county—and Lee Napier specifically—for the work on the ordinance.
Commissioner Stamper closed the hearing.
Commissioner Jackson made a motion to approve Ordinance 1315. Commissioner Fund seconded.
Commissioner Fund, Commissioner Jackson and Commissioner Stamper praised the Randle community,
Lee Napier, the Community Development department and the Prosecuting Attorney's Office for their
efforts.
Motion passed 3-0.

ANNOUNCEMENTS
Commissioner Fund discussed work with the Office of the Chehalis Basin and Rep. DeBolt's bill to
provide funding for flood mitigation and habitat restoration in the Chehalis Basin.
Commissioner Jackson discussed the recent EDC dinner and awards ceremony. He noted that a
representative from Benaroya attended and discussed its project in Winlock.Commissioner Fund said it
was nice to hear the representative praise Lewis County's permitting process.Commissioner Stamper
praised the efforts of the Community Development department, especially the approachability of Lee
Napier and her staff.
PRESS CONFERENCE
No questions from the press.
Ron Averill of Centralia said the Farm Bureau is celebrating its 100th anniversary in the state. He also
discussed the Lewis County Seniors' new website. He urged the public to support the group.
Commissioner Fund discussed the individuals honored during the recent EDC dinner, including Steve
Kopa.
ADJOURNMENT

10 a.m. Monday, March 2,2020, in the Commissioners' Hearing Room (Room 223).
