2020-03-09 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS (BOCC) Business Meeting minutes March 9, 2020 Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson Recorder: Tammy Martin Commissioner Stamper called the meeting to order at 10 a.m., determined a quorum and then proceeded with the flag salute. NOTICE ITEMS Commissioner Fund made a motion to approve Resolutions 20-078 through 20-084. Commissioner Jackson seconded. Resolution 20-078: Request for Qualifications (RFQ)for Architectural and Engineering Services for Capital Facilities Plan projects. Proposals are due to the Clerk of the Board by 3 p.m. April 2, 2020. Doug Carey, Facilities Manager, spoke to the resolution. Doug said that this was a request for qualifications for capital projects. Resolution 20-079: Approve a call for bids for one passenger van for Lewis County Motor Pool. Bids are due to the Clerk of the Board by 11 a.m. March 24, 2020. Tim Murphy Fleet Services Manager, spoke to the resolution. Tim said this is a call for bids for various vehicles from this year's budget. Resolution 20-080: Approve a call for bids for one or more compact SUV. Bids are due to the Clerk of the Board by 11 a.m. March 24, 2020. Tim Murphy Fleet Services Manager, spoke to the resolution. Tim said this is a call for bids for various vehicles from this year's budget. Resolution 20-081: Approve a call for bids for one or more sub-compact SUV. Resolution 20-082: Approve a call for bids for one Cargo Van for the Lewis County Animal Shelter. Bids are due to the Clerk of the Board by 11 a.m. March 24,2020. Tim Murphy, Fleet Services Manager, spoke to the resolution. Tim said this is a call for bids for various vehicles from this year's budget. Resolution 20-083: Call for bids(Re-Bid after zero bids received from Resolution 20-028)for the material purchase of a precast concrete slab/girder bridge(Cousins Rd. MP 3.15, CMP 1502). Bids are due to the Clerk of the Board by 11 a.m. March 24, 2020. Josh Metcalf, Public Works Director, spoke to the resolution.Josh said this is a rebid due to not receiving bids. The department spoke to vendors and made some adjustments in order to put it back out for re-bid. Resolution 20-084: The emergency closure of a portion of Salzer Valley Road to all through traffic at approximately Mile Post(MP)4.58 to 5.50. Josh Metcalf, Public Works Director, spoke to the resolution.Josh Metcalf said the road closure is in place until they can find a fix of the root cause. A detour is in place until it is fixed. Motion passed 3-0. CONSENT ITEMS Commissioner Jackson made a motion to approve minutes from the March 2, 2020, meeting as well as Resolution 20-085. Commissioner Fund seconded. Resolution 20-085: Approval of warrants/claims against the various county departments. Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 826,201- 826,565 and direct disbursements numbered 1840-1842, 1844-1847, 1850, 1851, 1854-1857, 1859- 1867, 1884-1886, 1891 and 1897 were issued for payments against the county totaling $991,693.07. She noted a skip in sequence for warrants numbered 826,177- 826,200 and 826,566-826,590, which were issued on behalf of Special Purpose Districts. Motion passed 3-0. 2 DEUBERATION ITEMS Commissioner Fund made a motion to approve Resolutions 20-086 through 20-089. Commissioner Jackson seconded. Resolution 20-086:Award the contract for roof replacement of Central Shop to The Roof Doctor of Chehalis. Doug Carey, Facilities Manager, spoke to the resolution. Doug Carey said the award of contract was from the small works roster. The Roof Doctor had lowest bid Resolution 20-087: Award contract to Olympic Roofing to remove and replace the Health building roof. Doug Carey, Facilities Manager, spoke to the resolution. Doug Carey said this last winter has been challenging and Olympic Roofing had the lowest bid. Resolution 20-088: List the bid(s) received and contractor selected for one new self-propelled sweeper. Tim Murphy, Fleet Services Manager, spoke to the resolution. Tim Murphy talked about the award of the bid for the roads dept. He said the call for bids was placed in July of 2019 and the vendor agreed to those prices for the 2020 award.The sweeper has a hydrostatic system that makes it self-propelled. Delivery should be within the month. Resolution 20-089: Listing of bids and contractor selected for the South Lewis County Airport (TDO) Improvements Project,A.I.P.3-53-0078-009-2017. Josh Metcalf, Public Works Director, spoke to the resolution.Josh Metcalf said that 9 bids were received. Sterling Breen was awarded the contract. The contract should be awarded within the month and they are working on submitting contracts for negotiations.The project is looking towards a construction start date of May 2020 and a completion date of March 2021 John Roe, Lewis County Airport Systems Manager said the Airport Improvement project is a major step forward for the airports.This brings the airport up to standard. The project will include improvements such as 158 new LED taxi lights, an approach lighting system and runway lighting. Motion passed 3-0. 3 ANNOUNCEMENTS Commissioner Fund congratulated Centralia College on its new SWIFT Building/Flexible Training Center. Some of the funds for the center were generated through the TransAlta coal grant. Commissioner Stamper invited the public to attend a 1:30 p.m. public health meeting to address coronavirus. The Commissioners attended the Target Zero Task Traffic Banquet.Awards were given out to WSP, Chehalis Police Department, Centralia Police Department and Lewis County's Sheriff's Department. Commissioner Jackson attended his first Affordable Housing Advisory Board meeting. Commissioner Jackson would like to bring awareness to more workforce type housing for new home owners as starter homes. Commissioner Jackson noted that$750,000 was released from the Legislature to Winlock for the Benaroya project as well as one million dollars to the City of Napavine for the Rush Road fix. Commissioner Jackson shared the budget enactments funding for E911. He stated it's not enough funding for even a baseline of funding E911 state services.The state is looking for ways to shave costs. Due to technology evolving and having to keep up with that, it's important to have funding. Erik Martin spoke about infrastructure. Erik Invited guests from legislature, law and fire community, and local elected leaders to attend an Infrastructure Study Presentation today at 3:00 p.m.about the infrastructure replacement and maintenance issues Lewis County is facing. The presentation looks at the radio towers and their maintenance/replacement. Last Monday, 3/2/202,the BOCC put out a request for proposals(RFP) for governing structure in effort to maintain a high level service. Coronel Ron Averill spoke to the activities going on at Lewis County Senior. This last Saturday there was a breakfast at the center.They have an event coming up for Toledo Senior Center next weekend. Coronel Ron Averill wanted to share about the senior nutrition program.The programs and events that are put on by the centers are for socialization of seniors.They have aerobics,a paper party,a coffee club,a garden club, there's music, bingo,sewing and a crafts group.They also have an ice cream social as well as a commodities distribution at the Olequa Senior Center.Coronel Averill also said that they are looking for new board members and hoping to fill positions soon. Commissioner Fund reminded the public to turn in ballots. Legislative session ends this Thursday.
