ADOPTING WASHINGTON STATE DEPARTMENT OF RESOLUTION 20-103
TRANSPORTATION/AMERICAN PUBLIC WORKS ASSOCIATION
2020 STANDARD SPECIFICATIONS FOR LEWIS COUNTY ROAD,
BRIDGE AND MUNICIPAL CONSTRUCTION CONTRACTS
WHEREAS, RCW 36.86.030 states that road and bridge standards may be amended from time to
time by resolution of the county legislative authority; and
WHEREAS, RCW 36.86.080 states that upon the adoption of uniform design standards, the legislative
authority of each county shall apply the same to all new construction within,and as far as practicable
and feasible to reconstruction of old roads comprising,the county primary road system; and
WHEREAS, Lewis County signed a Certification Acceptance Qualification Agreement(CA)with
WSDOT that states our projects will be constructed in conformance with the Washington State
Department of Transportation/American Public Works Association (WSDOT/APWA)current
Standard Specifications and such specifications that modify these specifications as appropriate; and
WHEREAS, WSDOT adopted the 2020 edition of the Standard Specifications for Road, Bridge, and
Municipal Construction;and
WHEREAS, it's deemed to be in the best interest of the County that all road and bridge construction
done by contract within the county and bid on or after March 31, 2020,shall be done in accordance
with the 2020 Standard Specifications per RCW 36.86.030, RCW 36.86.080 and the CA.
NOW THEREFORE, BE IT RESOLVED by the Lewis County Board of County Commissioners that the
2020 Standard Specifications for Road, Bridge, and Municipal Construction, as adopted by the
WSDOT, are hereby adopted as Standard Specifications for Lewis County's road and bridge
construction contracts effective March 31, 2020.

Description:

WSDOT/APWA have adopted the 2020 Standard Specifications for Road, Bridge and Municipal
Construction. Lewis County signed a Certification Acceptance Qualification Agreement (CA) with
WSDOT that states our projects will be constructed in conformance with the WSDOT/APWA current
Standard Specifications and such specifications that modify these specifications as appropriate. In
order to stay in conformance with the CA Lewis County also needs to adopt the current Standard
Specifications.
Public Works recommends this resolution be approved and adopt the 2020 edition of the Standard
Specifications for Road, Bridge, and Municipal Construction effective March 31, 2020.
