2020-03-09 BOCC Wrap UpBOCC Wrap-Up March 9, 2020 9 a.m. Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson, County Manager Erik Martin, Josh Metcalf, Becky Butler, Lara McRea, J.P. Anderson Guests: Frank Corbin, Peter Lahmann, and Dr. Lindsey Pollock Recorder: Candace Hallom Commissioner Jackson moved to add listing the bids received and contractor selected for the South Lewis County Airport project and the emergency closure of Salzer Valley Road to the BOCC Legislative Meeting March 9, 2020. Commissioner Fund seconded. Motion carried 3-0. At 9:03 a.m., Commissioner Stamper announced that the Board was going into Executive Session under RCW 42.30.110(1)(i) for 5 minutes to discuss pending and / or potential litigation. Executive Session ended at 9:08 a.m. Commissioner Stamper noted that no decisions had been made. Commissioner Fund moved to authorize Eric Eisenberg to communicate with AFRC for the amended complaint. Commissioner Jackson seconded. Motion carried 3-0. The Board discussed a call regarding DNR beneficiary Coalition on March 19, 2020. Commissioner Stamper will join the call. J.P. Anderson provided an update on COVID-19. Over the weekend, nine people in Lewis County were tested and four test came back negatives. The County is still waiting to hear about the other five tests. Commissioner Jackson asked for explanation on opening the EOC to a level 1. J.P. explained and stated that Andy Caldwell has been working with J.P. to help with communications. The Board discussed WebEOC contract and the risk. The Board feels that is important to have access to the information. By not signing the contract, Lewis County is at risk of not getting supplies. By signing, Lewis County is at risk if the Military Department doesn’t handle a public records request properly. Commissioner Fund discussed Legislative Updates. This Thursday is the last day of session, unless the Governor extends it. Erik Martin discussed the immigration bill and what the impact could be to law enforcement. Commissioner Fund discussed a document from WSAC showing shared revenues. Meeting ended at 9:53 a.m.
