2020-03-09 Infrastructure Study PresentationInfrastructure Study Presentation March 9, 2020 3:30 p.m. Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson, County Manager Erik Martin, Steve Mansfield, Thomas Eckels, Mike Kytta, Frank Corbin Recorder: Candace Hallom Steve Mansfield explained that this study is regarding the radio infrastructure and not just about 911. Steve outlined the project goals for this study. Steve explained the six analysis documents that came out of this study: 1) Needs Assessment for Lewis County Fire, EMS & Law Enforcement 2) Systems Alternatives Report 3) Cost Estimate & Implementation Plan (Sent out email w/ meeting notice) 4) System Ownership & Cost Sharing Options Recommendations 5) Subscriber Equipment & System Maintenance Requirements 6) System Funding Options for Radio System Improvements Tom Eckels, Hatfield & Dawson Consulting Engineers, went over a PowerPoint presentation. Tom asked if there were any questions or comments from the audience. Steve Mansfield asked if the estimate includes subscriber equipment. Tom stated the estimate does not include the subscriber equipment. Steve stated this is one of the most important public safety projects that can be tackled. This is going to take an effort. The numbers are doable; it is just how we do it. Grants will not cover the costs. The next step will be putting together a group of people who will help move this project forward. Mike Kytta stated nobody would argue the need to upgrade the infrastructure. The system in place works but it is aging. This project needs to move forward. Steve stated Lewis County Radio services is doing their best to make the system work but expecting the current equipment to continue to work is not realistic. Frank Corbin asked if there is opportunity for revenue by leasing the towers. Tom stated it is not part of his scope of work but it definitely is an option to help offset some of the cost. Erik Martin asked that anyone interested in being on a working group to start looking at options, please let him know. Meeting ended at 5:04 p.m.
