2020-03-16 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes March 16,2020 Present Commissioner Stamper, Commissioner Fund,Commissioner Jackson Recorder Rieva Lester Commissioner Stamper called the meeting to order at 10 01 a m , determined a quorum and then proceeded with the flag salute Rieva Lester opened the bids received for the newspaper of record The bids submitted were BIDDER PRICE PER COLUMN INCH SAMPLE PRICE East County Journal (DeVaul) $5 75 $44 56 Lewis County News (Flannery) $3 00/$3 20(both written on submission) $30 60 The Chronicle $3 10 $23 87 PUBLIC COMMENT None Erik Martin said Lewis County has learned of its first confirmed case of COVID-19 He presented the commissioners with a proposed resolution to declare of a state of emergency in response to the detection of the COVID-19 virus in Lewis County, as permitted under RCW 42 30 070 Erik said the declaration will improve the county's ability to secure resources in response to the disease Erik read the resolution into the record Erik discussed preventive measures individuals can take and also discussed online resources available at www lewiscountywa gov Internal Services Chief Steve Wohld discussed an effort to consolidate resources Resolution 20-100 Local declaration of State of Emergency in response to the detection of the COVID- 19 virus in Lewis County 1 Commissioner Fund made a motion to approve Resolution 20-100, as permitted under RCW 42 30 070. Commissioner Jackson seconded Undersheriff Wes Rethwill discussed the jail's response to COVID-19, including visitation restrictions. Erik said work is being done to develop HR and personnel policies He discussed work to develop plans for future public meetings. Erik said the county has mobilized an Incident Management Team and that former Fire Chief Gregg Peterson has volunteered to lead the group Commissioner Jackson encouraged the faith-based community to pray Motion passed 3-0 NOTICE ITEMS Commissioner Jackson made a motion to approve Resolutions 20-090 through 20-094 Commissioner Fund seconded Resolution 20-090 Dispensing with advertisement and formal sealed bidding with respect to purchases and leases under$25,000 and notice of Lewis County vendor list and solicitation Chief Accountant Suzette Smith spoke to the resolution She said the vendor list is available online and that potential vendors can apply to be included on the list Resolution 20-091: Call for bids for the 2020 Rock Purchase Bids are due to the Clerk of the Board by 11 a.m. March 31, 2020. Public Works Director Josh Metcalf spoke to the resolution He said rock will be used in a variety of upcoming county projects Resolution 20-092: Call for bids for the Snyder Rd MP 0 20 Culvert Replacement Project,SM 90- 15F721210020(FEMA No PA-10-WA-4253-PW-00112) Bids are due to the Clerk of the Board by 11 a.m.April 7, 2020. Public Works Director Josh Metcalf spoke to the resolution He said the project is a FEMA project for a culvert replacement Resolution 20-093:Call for bids for the Jackson Highway South Culvert Replacement Project, RAP Project No,2117-01,CRP 2167C. Bids are due to the Clerk of the Board by 11 a m March 31,2020. 2 Public Works Director Josh Metcalf spoke to the resolution He said the project is another culvert replacement project Resolution 20-094 Publish Lewis County's On-Call Consultant Roster and appoint the Public Works Director as approving authority for category changes Public Works Director Josh Metcalf spoke to the resolution He said the county uses the consultant roster for small projects He said the resolution also would give him authority to make category changes Motion passed 3-0 CONSENT ITEMS Commissioner Fund made a motion to approve minutes from the March 9,2020, meeting as well as Resolution 20-095 Commissioner Jackson seconded. Resolution 20-095 Approval of warrants/claims against the various county departments. Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 826,591 through 826,861 and direct disbursement numbered 1953 were issued in March for payments against the county totaling$1,569,646 38 She said payroll/tax deposit warrants numbered 795,750 through 795,753 and Automatic Deposits 9006 through 9587 also were approved for payments against the county totaling $1,641,813 40 Suzette noted there was no skip in sequence for the week. Motion passed 3-0. DELIBERATION ITEMS Commissioner Jackson made a motion to approve Resolutions 20-096 through 20-098. Commissioner Fund seconded Resolution 20-096:Approve the Emergency Management Director to review, negotiate,administer and sign a contract with Everbridge Inc for Lewis County Alert warning and notification services. Public Works Director Josh Metcalf spoke to the resolution He said the current contract was set to expire at the end of the month 3 7:The proposed acquisition of additional right of way for Townsend Road Bridge Resolution 20 09 e p p q g Y g Replacement. Real Estate Services Manager Martin Roy spoke to the resolution He said the project is for a single-lane bridge in the Cinebar bar area He said the county has identified an additional property owner from whom the county needs to acquire property. Resolution 20-098:Approve a dissolution of the Lewis County Airport Advisory Board. Public Works Director Josh Metcalf spoke to the resolution He said the board will be dissolved Motion passed 3-0 HEARING Resolution 20-099:Approve a franchise to Hampton Lumber Mills-Washington Inc.to install, construct,operate and maintain stormwater facilities in Lewis County road rights of way. Commissioner Stamper introduced the hearing Real Estate Services Manager Martin Roy gave the staff report He said the commissioners had set March 16, 2020, as the date for the hearing during an open public meeting in February He said the proposed franchise agreement was sent to the applicant, who accepted the terms and signed the agreement Commissioner Stamper asked if there were any questions There were none Commissioner Stamper then closed the question-and-answer portion of the hearing Martin Roy asked that his previous comments be adopted into the record Commissioner Stamper asked if anyone wanted to speak for or against the resolution No one spoke Commissioner Stamper closed the hearing Commissioner Fund made a motion to approve Resolution 20-099. Commissioner Jackson seconded Motion passed 3-0.
