2020-03-18 ESC MeetingESC Meeting March 18, 2020 @ 8:15 a.m. Present: Commissioner Jackson, Commissioner Fund, Commissioner Stamper, Erik Martin, Josh Metcalf, Steve Wohld, Lara McRea, Becky Butler, Daleyn Coleman, Gary Fredricks, Rob Snaza, Andy Caldwell, Lee Napier, Steve Walton, Warren McLeod, Dawn Harris, Doug Carey, Bill Wamsley, Dianne Dorey, Wes Rethwill, Frank Corbin, Arny Davis, Jonathan Meyer, and Scott Tinney Recorder: Candy Hallom COVID-19 Erik Martin discussed COVID-19. Erik stated that Andy Caldwell is reaching out to help businesses in the community and share information about available resources. Andy Caldwell stated he is working with Becky Butler to help send out surveys to the community to find out who needs assistance. Erik asked the group to work with Becky Butler on collecting information regarding reimbursables from COVID-19. Erik said he has a draft HR policy for employees regarding COVID-19. Jonathan Meyer spoke to the proposed Resolution to close the building to the public. He stated that Lewis County needs to protect the employees who have to be here by limiting the number of people that do not have to be here. He asked the Board to reconsider closing the building to the public. Commissioner Jackson stated Lewis County is rationing cleaning supplies right now and by closing, it will help. Commissioner Stamper stated he would like to see the weekly BOCC meetings allow public. He would like to allow this building to have access to the Commissioners for one day a week. Jonathan stated the Prosecutor’s Office will be screening citizens with thermometers. Commissioner Fund stated looking at the calendar we are talking two Mondays. Commissioner Jackson stated we have YouTube, Facebook, and a telephone conference number. He feels it is adequate to the citizens to keep everyone safe. He feels the community would more than understand the restrictions. Commissioner Fund stated she researched to other counties to see what they are doing. She quoted a Resolution from Grant County and would like to insert the verbiage into the Lewis County Resolution. She would like to have phone numbers placed on the building doors for people to get assistance. Commissioner Jackson stated he does not want to open the courthouse to the public during this time. Commissioner Stamper stated he would like the courthouse open during the Monday meetings. Rob Snaza recommends the closure of all offices and then reassess on March 30th. Erik clarified that he has two commissioners requesting language regarding the courthouse opening during the Monday BOCC meetings. Erik stated that every year the Board does cancel a meeting or two. Is this an option? Becky stated they would be sending information on a daily log for tracking employee information on COVID-19. Andy stated Fiona will be sending out an email asking for information. He asked everyone to keep track of significant events. Erik recommended each office have a designee to track the information. Salary Grid Steve Walton stated last Friday he sent out a draft RFP regarding a staffing study. He asked for comments to the draft as soon as possible. The notice will go before the board on March 30th. They are hoping to have the study completed by August. Steve discussed the purpose of the salary study. Erik asked if we want to form a committee to weigh in on the effort. Erik asked the elected officials to contact Steve if they would like to have a participant on the committee. Possibility of creating a 501©3 to offer scholarships Jonathan stated he has discussed with employees about employee recognition. They would like to look at the option of a scholarship program for Lewis County employee children instead of an employee picnic. Commissioner Fund stated she likes the idea but does not like it in lieu of a picnic. Jonathan stated it would be separate from the county. Announcements Steve Wohld stated we are moving the mailroom to the Facilities location and looking at mailroom efficiencies. Commissioner Fund discussed statistics of the COVID-19. Rob Snaza stated we have video arraignment set up in the jail. Rob also thanked Erik and Andy for the work they have done. Arny Davis stated the Treasurer’s office is open for business but the lobby is closed. People can still call in. They will not extend the due date for taxes. Dianne Dorey stated she has concerns regarding mail while on lock down. Her office will not be hand delivering mail to each office. Meeting ended at 9:02 a.m.
