2020-05-20 09 contracts discussion.09 contracts discussion May 20, 2020 2:01 p.m. Present: Commissioner Stamper (remotely), Commissioner Fund, Commissioner Jackson (remotely), County Manager Erik Martin, Jonathan Meyer, Suzette Smith, Becky Butler, Matt Matayoshi (remotely), Lara McRea (remotely) Guests: Colton Dodgson (remotely), Frank Corbin (remotely), Dr. Lindsey Pollock (remotely), and other members of the public and press Recorder: Rieva Lester Cullen Gatten said the PFD had submitted an application for .09 funding totaling $300,000 for its mezzanine. Jonathan Meyer said the PFD had listed the mezzanine as a Phase I project. He said the county already had provided support for Phase I projects. Jonathan said he has asked for a copy of the group’s bylaws, etc., months ago and still has not received the information. Jonathan said the sports center does a lot of good for the county but that it has been difficult to deal with for the county. He noted that providing funding is a business decision. However, he likened it to a “fool me once, shame on you – fool me twice, shame on me” scenario. He also noted that the BOCC has the ability to ask for an audit. Jonathan said that the PFD had indicated it was seeking the bond so it could complete Phase I and expand. He said the request to the EDC is for funding to complete Phase I and expand. He likened it to a child requesting money from mom and then going to dad to get more money. The commissioners said they would like to meet with the PFD to further discuss the matter. Candy Hallom discussed her role on the PFD and said she was surprised that Jonathan had not yet received the documents related to the TPA, including the bylaws. She noted that the disconnect may be linked to membership turnover. Candy noted that the agreement for the bond outlined that the PFD would complete the second floor before moving forward. Becky noted that it’s unclear what will happen with sales tax in the wake of the pandemic. Suzette Smith said Lewis County could be on the hook if the PFD cannot service its bond since it is dependent on sales tax. TO-DO LIST / RECAP BOCC staff: Schedule update with the PFD and request the following: • Bylaws • Treasurer’s report • TPA documents • Timelines • Reserves Candy said the group will meet again in June. She noted that Lewis County Treasurer Arny Davis is the PFD’s treasurer. Suzette suggested asking for a treasurer’s report. Commissioner Fund said the commissioners will want to meet with the PFD and to look at its bylaws and other TPA documents as well as verify the group’s reserves and timelines.
