2020-06-08 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS (BOCC) Business Meeting minutes June 8, 2020 Present: Commissioner Stamper(remotely), Commissioner Fund, Commissioner Jackson (remotely) Recorder: Rieva Lester Commissioner Fund called the meeting to order at 3 p.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT None. Commissioner Jackson made a motion to add to the agenda Resolution 20-190 to list the bid(s) received and contractor(s) selected for the King Road culvert replacement project. Commissioner Stamper seconded. Motion passed 3-0. NOTICE ITEM Commissioner Stamper made a motion to approve Resolutions 20-187. Commissioner Jackson seconded. Resolution 20-187: Call for bids for the Mickelsen Parkway Project, CRP 2121. Bids are due to the Clerk of the Board by 12:30 p.m.June 23, 2020. Public Works Director Josh Metcalf spoke to the resolution. He said the project is for a two-way roadway. Motion passed 3-0. CONSENT ITEMS Commissioner Jackson made a motion to approve minutes from the June 1, 2020, meeting as well as Resolution 20-188. Commissioner Stamper seconded. 1 Resolution 20-188: Approval of warrants/claims against the various county departments. Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 829,329 through 829,375 and direct disbursements numbered 2075, 2148, 2149, 2164, 2165, 2168, 2170, 2172 through 2174, 2176, 2194, 2200, 2204, 2205, 2206, 2207, 2209, 2210, 2221 and 2230 were issued in May and June for payments against the county totaling $108,902.11. She noted a skip in sequence for warrants 829,318 through 829,328, which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Stamper made a motion to approve Resolutions 20-189 through 20-197. Commissioner Jackson seconded. Resolution 20-189: The proposed acquisition of temporary easements for Highway 603, Chehalis. Real Estate Services Manager Martin Roy spoke to the resolution. He said a project on Highway 603 near Winlock will require the acquisition of temporary easements from two property owners. Resolution 20-190: List the bids received and contractor selected for the King Road culvert replacement project. Public Works Director Josh Metcalf spoke to the resolution.Josh said the county received six bids for the project. He said Brad Davis Construction was the apparent low bidder at$424,338.25. Resolution 20-191: Approve of upgrades to the Lewis County Microwave System. 911 Administrator Scott Smitherman spoke to the resolution. He said the $95,000 project will upgrade the microwave system that links the Law and Justice Center and Crego Hill. Resolution 20-192: Accept a grant from the Washington State Department of Commerce Coronavirus Relief Funds for Local Governments. Fair Manager Tamara Hayes spoke to the resolution. She said the grant is for$4,371,400 and that the monies will be used across the county and will be used to create grants for Lewis County businesses. 2 Resolution 20-193: Extend the local declaration of a state of emergency in response to the COVID-19 virus in Lewis County. Emergency Management Deputy Director Andy Caldwell spoke to the resolution. He said the resolution extends the county's state of emergency in response to the COVID-19 pandemic. Resolution 20-194: Authorize an interfund loan from Capital Facilities Plan Fund No. 3100 to COVID-19 Response Fund No. 1410. Budget Manager Becky Butler spoke to the resolution. She said the grant Tamara discussed is a reimburseable grant and that Resolution 20-194 will frontload the fund. Resolution 20-195: Approve a Cispus Learning Center After-school Program Agreement with Cispus Learning Center. Public Health and Social Services Community Health Services &Contracts Coordinator Meja Handlen spoke to the resolution. She said $80,000 will be provided to the Cispus Learning Center and that funds will be used for both the White Pass and Morton School districts. Resolution 20-196: Approve a Memorandum of Understanding with the Lewis County Seniors to provide services upon receipt of FEMA funding due to COVID-19. Public Health and Social Services Community Health Services &Contracts Coordinator Meja Handlen spoke to the resolution. She said the funding will provide meals for eligible individuals age 60 and older and that the funding of up to $270,000 will come from FEMA. Ron Averill said Twin Transit will be phasing out its support and that the agreement will allow Lewis County Seniors to continue delivering meals.Glenda Forga said the group is delivering more than 18,000 meals each month. Glenda said drive- through pick-ups may become available again in July. Motion passed 3-0. HEARING Resolution 20-197: Approve a franchise to AT&T to install,construct, operate and maintain telecommunications facilities in Lewis County rights of way. Commissioner Fund introduced the hearing. Real Estate Services Manager Martin Roy gave the staff report. He said the nonexclusive franchise is for fiber optic system for a small portion of county right of way on Highway 603 near Winlock. He noted that the agreement is a renewal of an older franchise. 3 Commissioner Fund asked if there were any questions.There were none. Commissioner Fund then closed the question-and-answer portion of the hearing. Martin Roy asked that his previous comments be adopted into the record. Commissioner Fund asked if anyone wanted to speak for or against the resolution. No one spoke. Commissioner Fund closed the hearing. Commissioner Jackson made a motion to approve Resolution 20-197. Commissioner Stamper seconded. Motion passed 3-0. COVID-19 JP Anderson said 28 of the county's 37 COVID-19 patients have now recovered. Erik Martin said work continues on the county's policies. Meja said the county generally sees 15 individuals stay in congregate housing each night. JP Anderson said he's been told to expect a 72-hour turnaround for the county's variance application to move to Phase 3. ANNOUNCEMENTS No announcements. PRESS CONFERENCE No questions.
