Becky noted that many typical revenue resources – such as festivals and other events – have been canceled. She and County Manager Erik Martin urged offices and departments to plan for the worst and hope for the best. Becky urged offices and departments to reach out to her regarding work that may be paid through Coronavirus Relief Funds as well as any state funding for programs, etc., that may be in jeopardy. COVID-19 policy: Erik Martin and Steve Walton discussed the county’s new COVID-19 policy. Community event: Jonathan Meyer said he and Steve Wohld have been discussing the possibility of holding a movie night at the fairgrounds (drive-in theater-style) in an effort to raise money for area businesses. Employee picnic: Rieva Lester said the PAC is looking at alternatives to the 2020 Employee Picnic. She said the plan is to provide sack lunches – with pre-made, purchased sandwiches – on Wednesday, Aug. 19. She said the plan is to provide pops, chips, cookies and prizes. Erik Martin asked if electeds, directors and administrators would be willing to pitch in a little more time and money than normal to help with the effort. Directors’ Update Josh Metcalf discussed a notice of hearing to consider a Boundary Line Adjustment and an Easement between Lewis County property and an adjacent property on Center Street, Chehalis. Josh Metcalf discussed a notice of hearing for Ordinance 1318, which amends LCC Chapter 18.10 to set the Public Works Fee Schedule. Matt Jaeger discussed a resolution to authorize the Director of Information Technology Services to execute a purchase order with Cisco and Ednetics. Josh Metcalf discussed the proposed acquisition of additional right of way for Rogers Road, Chehalis. Josh Metcalf discussed the proposed acquisition of a temporary easement for Centralia Alpha Road, Centralia. Scott Smitherman discussed the SECO County Coordinator Professional Development (CPD) Contract SFY2021. Undersheriff Wes Rethwill discussed the acceptance of an interlocal agreement for use of Jail facilities between the Lewis County Sheriff’s Office and the City of Tumwater. Undersheriff Rethwill said entities (aside from DOC) will be charged a flat bed rate of $75 daily. Andy Caldwell discussed the adoption of the May 26, 2020, Radio Amateur Civil Emergency Services (RACES) Plan as an annex to the Lewis County Comprehensive Emergency Management Plan. Andy Caldwell discussed a resolution to approve the amended agreement between Lewis County and Washington State Military Department for the FEMA Emergency Management Performance Grant and authorizing signatures thereon. Erik Martin discussed a resolution to approve a contract for Public Defender Indigent Defense Services between Lewis County and Rachael Tiller, Defender for the Day. Josh Metcalf discussed a hearing to approve a franchise to Rene & Jeannette Remund to install, construct, operate and maintain water facilities in Lewis County road rights of way. Commissioner Jackson made a motion to move two notice items, two consent items, eight deliberation items and one hearing to the Monday, June 22, 2020, BOCC agenda. Commissioner Fund seconded the motion. Motion passed 3-0. Rieva Lester noted that there likely would be a late add for June 22: A COVID-19-related agreement with the Housing Resource Center. Becky Butler urged offices and departments to be cautious about budgeting. She said she also has reached out to Stephen Dunk at Commerce to meet with the commissioners and other area leaders. Andy Caldwell discussed continuity of operations and continuity of government plans that will be needed in the future. Josh Metcalf said the transfer station is preparing to begin accepting cash again. The commissioners said the county will plan to open to the public on June 22 if Lewis County is approved to move to Phase 3 within the next few days. Doug Carey said the south entrance to the building may be closed in the next week or two as masonry work takes place. JP Anderson said Lewis County has submitted its responses to the state regarding questions related to the county’s Phase 3 application. Commissioner Fund reviewed the protocols the commissioners had set regarding notifying the public and press: • JP Anderson alerts Erik Martin • Erik alerts the media • Ed Mund sends a press release and posts it to Facebook The commissioners verbally agreed to the following process: • DOH contacts JP Anderson • JP alerts Erik Martin • Erik contacts Ed Mund • Erik and Ed Mund prepare a press release • Erik approves the press release and shares it with all three commissioners at the same time • Erik will send a group text alerting the commissioners of the approval • Erik will then make individual phone calls to each commissioner – starting with the chair, then vice chair, then member • If the phone calls are unsuccessful, Erik will continue to call and text periodically until the commissioners are reached in person • The commissioners can then share the press release or information • PHSS shares the press release with the media and posts it on Facebook • The BOCC shares the press release via Facebook Lee Napier said Community Development continues to prepare to reopen to the public. She discussed a committee she has been asked to join. Scott Smitherman said T-Mobile for a fiber component that failed and caused a nationwide outage. Commissioner Stamper discussed a Cispus effort to put together backpacks for area schoolkids. Commissioner Jackson made a motion to open county buildings to the public – with normal business hours – on Monday, June 22, 2020, contingent on the state approving Lewis County’s application to move to Phase 3. Commissioner Fund seconded. Motion passed 3-0. Meeting adjourned at 3:29 p.m.
